Description:

Naval Surface Warfare Center, Port Hueneme Division (NSWC PHD) intends to issue a Cost-Plus-Fixed-Fee (CPFF) term Contract Line Item Numbers (CLINs) for services, Firm-Fixed-Price CLINs for materials, Cost-Reimbursable CLINs for ODCs (travel and incidental materials) in support of engineering services), and not separately priced data solicitation on a sole source basis to Saab, Inc., 5717 Enterprise Parkway, East Syracuse, NY 13057. The requirement will include engineering, technical, logistics, and material support and services to maintain system(s) operational availability and capability. This effort will ensure all hardware and software products of the AN/SPS-77 and AN/TPS-80 Radar Systems are fully supported throughout the lifecycles, provide necessary fleet support, and maintain all deployed AN/SPS-77 and AN/TPS-80 units.

NSWC PHD intends to issue the solicitation pursuant to 10 U.S.C. 2304(c) (1). Full and open competition need not be provided for when the supplies or services required are available from only one responsible source, or only from a limited number of responsible sources and no other types of supplies or service will satisfy agency requirements.

Interested parties may identify their interest and capability to respond to the requirement or submit capability statements to Margaret Best, via email to margaret.best@navy.mil, with a copy sent to Christine Bradford at christine.bradford@navy.mil by 14:00 Mountain Standard Time on 23 March 2021. This notice of intent is not a request for proposals; however, the Government will consider all capability statements received before the response date. The information received will be used for the sole purpose of determining whether or not a competitive procurement should be conducted. The determination not to compete this proposed requirement based on the responses received to this notice is solely within the discretion of the Government.

The Government will not compensate any respondents of this synopsis for any information received or any costs incurred in preparing information for, participating in meetings with, or communicating with the Government.
