All further inquiries shall be directed to that opportunity and will no longer be responded to through this pre-solicitation notice. All documents provided under this pre-solicitation are now superseded by the official solicitation posting. 4/4/2022 - The purpose of this notice is to provide industry instructions on how to request the Technical Data Package (TDP). To obtain the TDP documentation and drawings, interested companies shall submit an intent to bid, provide a current copy of their approved DD Form 2345, Military Critical Technical Data Agreement, verifying eligibility and authority to receive export-controlled information. In addition, interested companies must complete the Unclassified Terms of Use Agreement. The DD Form 2345 and completed Terms of Use Agreement shall be submitted via email to the Contract Specialist, Brittani Peyton, brittani.a.peyton.civ@us.navy.mil, with a copy to the Contracting Officer, Kevin Deal, kevin.l.deal3.civ@us.navy.mil.

Summary of Requirement

The Government is issuing this Pre-Solicitation Synopsis for products and services to include production of hardware in support of the AN/SPQ-15(V) MK 6 MOD 1 Data Distribution System (DDS) programs. This procurement will address the need for the procurement of hardware in support of the AN/SPQ-15(V) Data Distribution System (DDS) programs. This hardware procurement will provide standard data and distribution systems from radar sensors to navigational and tactical displays, as well as durable and reliable state-of the-art equipment. It also includes sustainment for existing AN/SPQ-14(V) Advanced Sensor Distribution System (ASDS) and DDS installations.

Contract Type:

The Government plans to award one D-Type contract. The Government contemplates Firm-Fixed-Price (FFP) Contract Line Item Numbers (CLINs) for DDS Hardware production, Cost-Plus-Fixed-Fee (CPFF) Level of Effort (LOE) CLINs for Engineering Support Services, Cost-only ODC CLIN (travel only); and Not Separately Priced (NSP) CLINs for data deliverables.

An Organizational Conflict of Interest (OCI) clause as defined by FAR 9.505 will be included in the resultant solicitation and contract.

Period of Performance:

The resultant contract award will have a five-year ordering period.

Competition Approach:

This requirement is currently designed as a Small Business set-aside in accordance with FAR Subpart 6.2, Full and Open Competition after Exclusion of Sources.

Source Selection Procedures:

Best-value continuum source selection procedures will utilized. Proposals will be evaluated in accordance with the Solicitation.

Milestones:

The Solicitation will be number N0017822R2501 and is estimated to be available on the SAM.gov website on or around 08/31/2022 and will be open for approximately 60 calendar days after the solicitation is posted.
