REQUEST FOR PROPOSALS (RFP)

Solicitation Number: W91CRB-25-R-5002

Solicitation for: AN/PVS-7 Night Vision Image Intensifier Tubes (IITs), Gen 3 P45 (white phosphor film) FOM 2000 (P/N MX-10130)

Type of Solicitation: Total Small Business Set-Aside

The U.S. Government is soliciting proposals for the procurement of 91 (ninety-one) AN/PVS-7 Night Vision Image Intensifier Tubes (IITs), Part Number (P/N MX-10130) to fulfill a Foreign Military Sales (FMS) requirement on behalf of the Security Assistance Management Directorate (SAMD) for the country of South Korea under FMS Case KS-B-ZJP, Acquisition Requirements Package (ARP) CE24032.

See attached solicitation W91CRB-25-R-5002 for details of supplies being procured.

Contractors are responsible for obtaining the solicitation documents through the System for Award Management (SAM) website https://www.sam.gov. The Government will not provide paper copies of the solicitation.

Contractors must be registered in the SAM database to be considered for award of a federal contract. Information regarding registration can be obtained from the SAM link at: https://sam.gov/entity-registration.

Submission of Questions:

Questions must be submitted via email to Milena Pomocka at email address: milena.pomocka.civ@army.mil no later than December 18, 2024, 02:00 PM EST. Questions submitted after this time will not be addressed.

Submission of Offers:

Offers must be submitted electronically.

All offers must be submitted via email to Milena Pomocka at email address: milena.pomocka.civ@army.mil and are due no later than 31 December 2024 at 3:00 PM EST. An email confirmation must be received to be considered submitted.

Award Information:

The Government intends to award a f Firm-Fixed Price (FFP) contract to one responsible contractor whose offer is determined to be the Lowest Priced Technically Acceptable (LPTA).

By submitting an offer, the contractor acknowledges that they have reviewed and understood the requirements outlined in the solicitation.

Background
The U.S. Government is soliciting proposals for the procurement of AN/PVS-7 Night Vision Image Intensifier Tubes (IITs) to fulfill a Foreign Military Sales (FMS) requirement on behalf of the Security Assistance Management Directorate (SAMD) for the country of South Korea under FMS Case KS-B-ZJP, Acquisition Requirements Package (ARP) CE24032.

This contract is intended to support military operations and enhance the capabilities of allied forces.

Work Details
The contractor shall deliver ninety-one (91) AN/PVS-7 Night Vision Image Intensifier Tubes (IITs), Gen 3 P45 (white phosphor film) FOM 2000, Part Number (P/N MX-10130).

The required hardware must meet specifications and performance criteria stated in the contractor's commercial standards and this SOW. All supplies must be new; remanufactured or refurbished offerings are not acceptable. The delivery will be facilitated through the Defense Contract Management Agency (DCMA), and inspection and acceptance will occur at origin.

Period of Performance
Delivery is expected by June 20, 2025.

Place of Performance
The products will be delivered to the Army 2nd Supply Depot located at 100 8BUDU-RO NAM-GU, Busan, Republic of Korea.
