AN/BYG-1 Payload Control System   2

The purpose of this announcement is to release the solicitation associated with the Pre-Solicitation Notice N00024-14-R-6203 for the AN/BYG-1 Payload Control System (PCS). Offerors are hereby notified that the Request for Proposals (RFP) has been posted.

Please note the solicitation number for this requirement was changed to N00024-14-R-6203 by a Special Notice posting on FEDBIZOPPS under N00024-13-R-6282.

Responses to the draft RFP comments are attached to the final RFP posting.

Only questions emailed to the Contracting Officer, Peter Richmond, peter.richmond@navy.mil, with a copy to the Contract Specialist, Brad Watson, john.b.watson1@navy.mil, using the format provided in N00024-14-C-6203 QUESTION SUBMITTAL FORM will receive a response. All Questions shall be emailed directly using the subject line "AN/BYG-1 PCS FINAL RFP" and submitted on the form which shall be attached to the final RFP posting. No comments, questions or inquiries shall be made to any Government person other than the Point of Contact (POC) listed above. Offerors should refer to RFP Section L 1.0 for additional instructions on submission of questions.
Potential offerors should refer to the draft RFP posting on FEDBIZOPPS under N00024-13-R-6282 for the Non-Disclosure Agreements that must be completed in order to gain access to the Electronic Technical Information Center (E-TIC) which serves as the repository for unclassified technical information related to AN/BYG-1 PCS. The performance specification and other related controlled documents will reside at the E-TIC. Potential offerors who were previously granted access to the E-TIC site for the draft RFP do not need to resubmit the two required NDAs unless any of the previously submitted information from the requestor has changed. All potential offerors including those granted prior access to the AN/BYG- PCS E-TIC must re-apply in AIMTC to access the AN/BYG-1 PCS Reading Room. Companies/individuals who are interested in receiving the classified reading material for the RFP on the topic of Payload Control System must submit a Classified Material Request Form, RFP Attachment 7 to the Naval Sea Systems Command Security POCs, Holly Mosurick at email holly.mosurick@navy.mil and Laura Neske at email laura.neske@navy.mil. Offerors should refer to RFP Section L 1.1 for additional instructions on the E-TIC.

Proposals are due on 03 October 2014 by 2:00pm EST.
