AN/ALQ-214 FRP 17-20   2

The Naval Air Systems Command (NAVAIR) intends to negotiate and award a sole source, firm fixed price contract to Harris Corporation, Clifton NJ, for the procurement of Full Rate Production Lot 17 Integrated Defensive Electronic Countermeasures (IDECM) AN/ALQ-214A(V)4/5 Onboard Jammer Systems. This effort also includes the repair of test assets and field support for the AN/ALQ-214A(V)4/5. The contract will consist of one base year (FRP 17) and three options (FRP 18-20).

This effort is being awarded on a sole source basis to Harris Corporation in accordance with FAR 6.302-1 because Harris the sole designer, developer, and manufacturer of the equipment addressed in this synopsis and no other supplies or services will satisfy agency requirements. In addition, the Government lacks the drawings and technical data to permit competitive procurement of the AN/ALQ-214A(V)4/5.

Note: The proposed contract action is for supplies or services for which the Government intends to solicit and negotiate with only one source under authority of FAR 6.302. Interested persons may identify their interest and capability to respond to the requirement. This notice of intent is not a request for competitive proposals. However, any capability statements received within 15 days after date of publication of this synopsis will be considered by the Government. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
