This is Amendment 0001 to Solicitation W56HZV-21-R-0080 to revise the Delivery Schedule and incorporate revised Attachment 0001.

Army Contracting Command - Detroit Arsenal (ACC-DTA) intends to award a new, one-time, FFP, sole source contract to General Dynamics European Land Systems (GDELS), of Kaiserslautern, Germany under solicitation W56HZV-21-R-0080 to obtain the M3 Amphibious Bridging and Ferry System for the Latvian Armed Forces. Under this action, GDELS will provide four vehicle systems, initial spares, Basic Issue Items (BII), Special Tools and Test Equipment (STTE), technical publications in English and translated to Latvian, and Outside the Continental United States (OCONUS) Operator and Maintainer training to be conducted in Germany for ten students. The proposed contract action is for hardware and training which the Government intends to solicit and negotiate with only one source under the authority of FAR 6.302-1, "Only one Responsible Source and No Other Supplies or Service's Will
Satisfy Agency Requirement's." Specifically, FAR 6.302-1(a)(2)(ii)(A), Supplies may be deemed to be available only from the original source in the case of a follow-on contract for the continued development or production of a major system or highly specialized equipment, including major components thereof, when it is likely that award to any other source would result in substantial duplication of cost to the Government that is not expected to be recovered through competition. This is a notice of intent, not a request for competitive proposals. All responsible sources may submit a capability statement, proposal or quotation which shall be considered by theagency. A determination not to compete this proposed contract action, upon response to this notice, is solely within the discretion of the Government. The point of contact for this action is Megan J. Background
