M67854-20-R-0026 Notice Type: Special Notice

THIS SYNOPSIS IS FOR INFORMATIONAL PURPOSES ONLY. The Program Executive Officer Land Systems (PEO LS), Marine Corps, Quantico, VA 22134 intends to enter into sole source negotiations and subsequently award a Firm Fixed Price (FFP) Indefinite Delivery Indefinite Quantity (IDIQ) contract, with one sixty-month ordering period, to BAE Systems Land and Armaments L.P, 34201 Van Dyke Ave, Sterling Heights, Michigan 48312-4648 (Cage Code: 7B726). This effort is estimated for award in the fourth quarter of Fiscal Year 2020.

BAE is developing and manufacturing the Amphibious Combat Vehicle (ACV) Family of Vehicles for Program Manager Advanced Amphibious Assault (PM AAA) under Contract M67854-16-C-0006. The anticipated contract is required to place delivery orders for Interim Contractor Support (ICS) for the ACV FoV, which includes the procurement of replacement spare parts (consumables and repairables), Support and Test Equipment (S&TE), and the repair of repairables/repairable parts. The above items require detailed knowledge of the design of the vehicle, however, the current ACV FoV production contract between the Government and BAE includes only limited rights to the ACV design, therefore the Government does not own the required rights to the ACV Technical Data Package (TDP) necessary to support a competitive procurement for the effort.

THIS NOTICE IS NOT A REQUEST FOR COMPETITIVE PROPOSALS. This acquisition is being pursued on a sole source basis under the statutory authority of 10 U.S.C. 2304(c)(1), as implemented by Federal Acquisition Regulation (FAR) 6.302-1(a)(2)(ii)(A) "Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements". Unless stated herein, no additional information is available. Requests for the same will be disregarded. Responsible interested parties may submit a capability statement in which they identify their interest and capability to respond to this requirement, if received within seven calendar days after the date of the publication of this synopsis. The Government will consider all information received by the response date. A determination by the Government not to compete this requirement based upon responses received as a result of this notice is solely within the discretion of the Government. All submissions become Government (USG) property and will not be returned. Contractors are advised the USG will not pay for any information or administrative costs incurred in response to this notice of intent. The North American Industry Classification System code is 336992, Military Armored Vehicle, Tank and Tank Component Manufacturing.
