The purpose of this announcement is to provide the U.S. Government responses to Contractor questions received following the release of the DRAFT solicitation. The following attachments are provided for this announcement:

The purpose of this announcement is to provide DRAFT Request for Proposal (RFP) W52P1J-15-R-0090 for services at the Ammunition Supply Point (ASP) and Theater Storage Area (TSA) located at Camp Arifjan, Kuwait. This DRAFT RFP is being released for review and the purpose is to solicit industry questions and comments on a potential solicitation for the ASP/TSA 2.0. Additionally, the following DRAFT documents are provided:

Vendors are provided the opportunity to submit questions, following the issuance of this announcement. Vendors shall utilize the attached spreadsheet for submission of questions. Questions shall be sumitted in English to usarmy.RIA.acc.mbx.asp-tsa-2@mail.mil, no later than March 07, 2016. Please reference ASP/TSA 2.0 DRAFT RFP Q&A in the subject of your e-mail. Responses received after the established deadline may not be considered.
This Special Announcement DRAFT RFP neither constitutes a Request for Proposal or Invitation for Bid, nor does it restrict the Government to an ultimate acquisition approach. This announcement should not be contsrued as a commitment by the Government for any purpose.

Background
The purpose of the Ammunition Supply Point (ASP) and Theater Storage Area (TSA) is to provide Class V Munitions Supply Support for all ammunition stocks accounted for by the 1st Theater Support Command (TSC) to U.S. Military/Government component, Department of Defense (DOD) agencies and, as required, Coalition Forces in the Central Command (CENTCOM) Area of Responsibility (AOR). The Contractor shall provide the services, resources, and management for Class V and GFE Maintenance operations at the Arifjan ASP and TSA. The 1st TSC shall manage the ammunition assets through its subordinate units providing priorities and tasks that need to be accomplished. The transportation of ammunition to and from the ASP/TSA, including convoy security, shall be provided by and funded through or from Assistance in Kind (AIK) agreements with the State of Kuwait.

Work Details
The principal functions performed in the ASP/TSA are the issue, storage, and receipt of munitions (both training and war-reserve), munitions components, munitions packing and packaging material, and munitions-related material. Associated functions include: supporting periodic munitions readiness inspections; stock accountability, stock control, warehousing; munitions and non-munitions material salvage/residue accountability, munitions reclamation, amnesty, inventory, ASP/TSA munitions security; user turn-in (both training and war- reserve); packaging, shipment, and performing maintenance on all assigned support equipment.

The Contractor shall conduct Class V supply operations (IAW), but not limited to, those DOD and Army regulations/policies, practices, and procedures listed in Appendix A. The Contractor shall: Receive, Store, and Ship Containerized, Air Pallet configured, and Break Bulk munitions. The Contractor shall issue, configure, and maintain Theater Reserve Munitions and conduct maintenance and repacking operations for munitions and residue. The Contractor shall be responsible for operations and supervision of its personnel in the ASP and the TSA. In addition, the Contractor shall ensure training of personnel on Munitions Explosives Safety, Fire Fighting and Fire Prevention, and Munitions Security practicing strict Operations Security (OPSEC) and performing Property Management in the ASP/TSA.
