Master Blanket Purchase Agreement (BPA) for AmeriCorps Vista Member Assistance Program Services The purpose of this solicitation is to establish a Master Blanket Purchase Agreement (BPA) for Member Assistance Program (MAP) to assist AmeriCorps VISTA members through various life challenges that may adversely affect their health, personal well-being, and service. The Government shall not exercise any supervision or control over the contract service providers performing the services herein. Such contract service providers shall be accountable solely to the Contractor who, in turn, is responsible to the Government. Description of Services/Introduction: The Contractor shall provide all personnel, equipment, supplies, facilities, transportation, tools, materials, supervision, and other items and non-personal services necessary to perform the MAP as defined in this Statement of Objectives (SOO) except for those items specified as Government-furnished property and services. (The SOO will be provided during Phase 2 of the Solicitation.) Background Information: AmeriCorps VISTA is a national service program that supports community-driven efforts to address poverty in the United States. Each year, the program has approximately 5,000 full-term year-long members serve in the program. These members serve with nonprofit organizations and public agencies, who serve as project sponsors. AmeriCorps VISTA members start at various times throughout the year and serve for 365 days. To better support the members of AmeriCorps VISTA, the program is looking to implement a MAP similar to federal Employee Assistance Programs. Scope: The Contractor will implement a MAP for all AmeriCorps members. The MAP program shall be accessible to all AmeriCorps VISTA members who serve in all U.S. states and territories. All services must be available to members in English and Spanish. The Government intends the specific tasks will provide an overarching wellness and assistance program to support and benefit AmeriCorps members during their terms of service. The MAP program shall be accessible to AmeriCorps members in other programs as well if the sponsor organization (non-federal) enrolls their members and provides funding for those members. This will be a Two-Phase Solicitation. The Contractor shall provide these services in accordance with the SOO, which will be released during Phase 2 of this solicitation. Specifics and all other detailed information are further defined during Phase 2. The AmeriCorps Office of Procurement Services on behalf of AmeriCorps VISTA is soliciting a Master BPA for MAP. Phase 1 is an Opt-in to receive additional solicitation information, including the entire package, during Phase 2. In order to be eligible to receive the full solicitation package during Phase 2, vendors must opt-in by responding to Contracting Specialist Jorge L. De Leon at Jdeleon@cns.gov. Any responses submitted in GSA eBuy will be considered NON-responsive, and vendors who do not reply via email, will not be part of the Phase 2 solicitation. This BPA will be solicited as a full and open competition after exclusion of sources among all Small Business GSA vendors who fall under the Multiple Award Schedule: 624SS Social Services, Professional Counseling and Veterans' Readjustment and Behavioral Health Services All Phase 1 Opt-in responses shall be received before 1 p.m. EST on Tuesday May 30, 2023, to jdeleon@cns.gov. All responses must contain the following: Vendor Name Vendor UEI Vendor SB size designation Vendor GSA Schedule Number Vendor Status under MAS 624SS Vendor POC that should be communicated with concerning all future Phase 2 information GSA CLAUSES AND PROVISIONS ARE INCORPORATED AS WELL AS ALL SUPPLEMENTAL CLAUSES AND PROVISIONS THAT APPLY.
