American Society of Comptrollers (ASMC) Professional Development Institute (PDI) Conference

This is a notice of intent, not a request for competitive proposals, or a solicitation of offers. However, all responsible sources may submit a capability statement, bid, proposal, or quotation, which shall be considered by the agency. A determination not to compete this proposed contract action, upon response to this notice, is solely within the discretion of the Government.

Pursuant to FAR 5.201, this announcement is a synopsis of Army Contracting Command - Aberdeen Proving Ground (ACC-APG) intent to award a sole source contract pursuant to FAR 6.302-1 to the American Society of Military Comptrollers (ASMC) of Alexandria, VA. ACC-APG will procure registration fees for 45 Army personnel to attend the ASMC annual Professional Development Institute (PDI) Conference in-person, and 1,200 to attend virtually. As authorized by FAR 6.302-1, procurement by other than full and open competition is necessary because ASMC is the only source that can readily provide access to the Conference without the Government incurring an unacceptable delay. Attendance at this Conference is mandated by the Under Secretary of Defense (Comptroller)/Chief Financial Officer, and ASMC is the dedicated source and hosting vendor for this event each year.
