THIS IS A REQUEST FOR PROPOSAL (RFP) FOR SMALL BUSINESSES. The National Institutes of Health (NIH), Office of Research Services (ORS), Events Management Branch (EMB) is requesting proposals in order to negotiate and award a single award IDIQ contract for American Sign Language Interpreting and CART Accommodation Services with Captioning and Other Accessibility Services.

Amendment No. 1 - 05/30/2025 - Extension of the due date is attached.

Amendment No. 2 - 9/21/2023 - The purpose of this Amendment is to:

  1. Reinstate the subject Request for Proposals (RFP), revising the proposals due date;
  2. Provide responses to questions from potential offerors, regarding the solicitation;
  3. Revise the RFP due to questions and updates to policies and procedures; and
  4. Update the Performance Work Statement (PWS) to a Statement of Work (SOW), removing the Quality Assurance Surveillance Plan (QASP).

Background
The National Institutes of Health (NIH), Office of Research Services (ORS), Events Management Branch (EMB) is seeking proposals from small businesses to negotiate and award a contract for American Sign Language Interpreting and CART Accommodation Services, including Captioning and Other Accessibility Services.

This initiative aims to enhance accessibility for Deaf/Hard of Hearing employees, patients, and visitors at NIH facilities.

Work Details
The contractor will provide basic and scientific sign language interpreting and captioning services as outlined in the Performance Work Statement (PWS). Key tasks include:
1. Providing CART (Communication Access Realtime Translation) services for a specified number of hours.
2. Offering onsite interpreting services for both basic and scientific contexts, ensuring interpreters have expertise in scientific terminology relevant to NIH research areas.
3. Delivering virtual ASL interpreting services with a high fill rate.
4. Implementing a scheduling/reservation system compliant with federal security standards.
5. Conducting quarterly performance evaluations based on established criteria in the Quality Assurance Surveillance Plan (QASP).
6. Ensuring all deliverables are packaged and marked according to government specifications.

Period of Performance
The contract will be performed over a base period from September 1, 2025, through August 31, 2026, with options to extend for four additional twelve-month periods.

Place of Performance
The services will be performed at NIH facilities located in Bethesda, Maryland.
