Description

The purpose of this amendment to the solicitation is to:

a. Confirm by certification that contractor is not in violation with Executive Order 14173 Ending Illegal Discrimination and Restoring Merit-Based Opportunity; and

b. Incorporate the provision Certification Regarding Compliance with applicable Federal anti-discrimination laws in Section G of the solicitation.

The offeror is required to complete the attached certification statement, sign, and date it, and return it along with the bid. Additionally, the following provision has been incorporated into the updated solicitation package under Section 3: Solicitation Provisions.

Certification Regarding Compliance with applicable Federal anti-discrimination laws

No funds awarded under this contract may be used for any initiatives or programs, or any activities that do not comply with Executive Order 14173 titled Ending Illegal Discrimination and Restoring Merit-Based Opportunity.

The Contractor shall submit, prior to award or upon request from the Contracting Officer, a certification that confirms:

1.Its compliance in all respects with all applicable Federal anti-discrimination laws is material to the government's payment decisions for purposes of section 3729(b)(4) of title 31, United States Code and;

2.It does not operate any programs promoting Diversity, Equity, and Inclusion that violate any applicable Federal anti-discrimination laws.

Background
This solicitation amendment is issued by the U.S. Consulate General in Cape Town, South Africa, to confirm compliance with Executive Order 14173, which aims to end illegal discrimination and restore merit-based opportunities.

The goal of this contract is to obtain janitorial services for real property owned or managed by the U.S. Government at the consulate.

Work Details
The contractor shall provide comprehensive janitorial services including but not limited to: daily cleaning of halls, offices, restrooms, work areas, entrance ways, lobbies, storage areas, elevators, and stairways.

Specific tasks include sweeping and damp mopping floors, dusting and cleaning furniture, vacuuming rugs and carpets, thorough cleaning of toilets and bathrooms, emptying wastepaper baskets, cleaning kitchen facilities, and periodic cleaning tasks such as polishing brass surfaces and shampooing carpets.

The contractor must also prepare general instructions for the workforce and ensure compliance with security requirements during scheduled cleanings. Temporary additional services may be required for special events at the consulate with a 24-hour notice.

Period of Performance
The contract will be performed over a period of 12 months from the start date established in the Notice to Proceed, with four one-year options to renew.
