Amendment to Previous Combined Synopsis/Solicitation - Spoils Removal and Topsoil Delivery Services for Chattanooga National Cemetery The purpose of this amendment is to cancel this solicitation due to changes in the cemetery's need.
This combined synopsis/solicitation is canceled due to changes in the cemetery's needs and an award will not be made. A new combined synopsis/solicitation will be posted to SAM.gov once the new requirement is known and reviewed.

Background
The Department of Veterans Affairs, National Cemetery Administration (NCA), Contract Services, has a requirement for a contractor to provide a firm-fixed price IDIQ contract for spoils removal and topsoil delivery services for the Chattanooga National Cemetery. The contract is set aside for Service-Disabled Veteran Owned Small Businesses (SDVOSB). The anticipated period of performance is one base year and 4 one-year options, if exercised. The contract will be awarded as an Indefinite Delivery, Indefinite Quantity (IDIQ) Contract, and the work shall be performed IAW SOW.

Work Details
The contractor is responsible for providing all equipment, tools, resources, and personnel to perform the following tasks: monthly spoils removal and as-needed topsoil delivery at Chattanooga National Cemetery. This includes receiving, transporting, and disposing (or recycling) of soil and vegetative debris mixed with the soil from existing spoils piles located within the material laydown area in the spoils yard on the southern side of the cemetery. The contractor must also deliver topsoil for cemetery use, ensuring it meets specific quality requirements. Additionally, the contractor must maintain site access to the soil spoils site for use by the cemetery and other contractors.

Period of Performance
The period of performance includes one base year from August 1, 2024, to September 30, 2025, with 4 one-year options extending until September 30 of subsequent years: 2026, 2027, 2028, and 2029.

The contract will be performed at Chattanooga National Cemetery located at 1200 Bailey Ave., Chattanooga, TN 37404.
