Amendment No. 0003 - Women and Men in Agriculture (WAMA) Activity   3

Background
The United States Agency for International Development (USAID) Mission in Afghanistan is seeking proposals from qualified organizations interested in providing technical services under the Women and Men in Agriculture (WAMA) Activity. The contract will be performed over a five-year period of performance with an estimated cost not-to-exceed $60 million. The contract will be awarded as a full and open competition under Part 15.

Work Details
The purpose of this solicitation is to procure the services of a contractor for the implementation of the Women and Men in Agriculture (WAMA) Activity. The contract type is a Cost-Plus-Fixed-Fee (CPFF) Completion type contract for a five-year period. The estimated cost for the performance of the work required is $TBD, exclusive of fixed fee, if any. The contract budget includes various line items such as salaries and wages, fringe benefits, allowances, consultants, travel, transportation, and per diem, non-security equipment, subcontracts, other direct costs, grants under contract, security costs, and opportunity response mechanism. Indirect costs will be reimbursed based on negotiated provisional or predetermined rates. The payment of fixed fee will be divided between fixed payments for activity deliverables and fixed payments based on completed performance deliverables. The contract is subject to cancellation by specific dates if funds are not available for subsequent program years.

Period of Performance
The contract has a period of performance of five years.

Place of Performance
The contract work will be performed in Afghanistan.
