for Fargo VA Health Care System and all CBOCs included in the Statement of Work

This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice.

This is a solicitation conducted using FAR Part 13 (Simplified Acquisition Procedures).

This announcement constitutes the only solicitation, quotes are being requested.

Solicitation number 3626325Q0571 is issued as a request for quotes (RFQ).

The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition 2019-02.

This procurement is a FULL and OPEN Competition. Prospective offerors must be registered and current in the System for Award Management (SAM) database at time of offer to the Government (https://www.sam.gov) and the Small Business Administration Veteran Certification website (Veteran Small Business Certification (sba.gov)).

Quotes will only be accepted from responsible contractors. The NAICS code for the solicitation is 562211 with a size standard of $47 Million.

A list of the contract line items, quantities, and units of measure are listed within the attached solicitation documentation.

The VA anticipates one firm fixed price contract award to provide services to FARGO VA Health Care System, 2101 Elm Street North FARGO, ND 58102-2417

FAR provisions 52.212-1, 52.212-2, and 52.212-3 apply to this procurement and are detailed within the attached solicitation document.

FAR clauses 52.212-4 and 52.212-5 apply to this procurement and are included within the attached solicitation document.

The Defense Priorities and Allocations System (DPAS) does not apply to this acquisition.

Quotes are due to the Contracting Office by 10:00 m CST, 05/02/2025. Quotes are required to be emailed to Alberta.Mickells@va.gov prior to the solicitation closing date and time, include the solicitation number in the subject line. Background
The Department of Veterans Affairs (VA) is issuing this solicitation for Hazardous Waste Disposal Services for the Fargo VA Health Care System and all Community-Based Outpatient Clinics (CBOCs) included in the Statement of Work.

The goal of this contract is to ensure safe and compliant disposal of hazardous waste generated by the VA facilities, supporting their mission to provide high-quality healthcare services to veterans.

Work Details
The contractor will provide all labor and materials necessary for Hazardous Waste Disposal Services at the Fargo VA Health Care System and associated CBOCs.

The services include, but are not limited to:
- Collection, transportation, and disposal of hazardous waste.
- Compliance with all applicable federal, state, and local regulations regarding hazardous waste management.
- The contract includes a base year from April 1, 2025, to March 31, 2026, with four option years extending through March 31, 2030.
- Specific quantities and types of waste to be handled will be detailed in the attached solicitation documentation.
