Background
The Department of Veterans Affairs (VA) is issuing a Request for Proposals (RFP) for the National Oncology Program, specifically focusing on Germline and Pharmacogenomics Molecular Testing. The Veterans Health Administration (VHA) aims to secure specialized laboratory services to provide comprehensive genetic testing for oncology and medical genetics, ensuring national access for eligible patients throughout the VA system.

This contract will be administered through the VHA National Oncology Program, with the goal of enhancing patient care through advanced genetic testing capabilities.

Work Details
The contractor shall provide all necessary personnel, equipment, supplies, facilities, tools, materials, supervision, training, and other items required to perform germline genetic testing and pharmacogenomic testing as outlined in the Performance Work Statement (PWS). Key responsibilities include:

1. Collection kit delivery, sample intake, processing, analysis, interpretation, reflex testing, and reporting for germline genetic tests and pharmacogenomic tests.
2. Compliance with HIPAA regulations and CLIA standards.
3. Maintenance of accreditation with CAP or ACMG.
4. Ability to service over 170 VA practice sites across all 50 states and U.S. territories.
5. Provision of single gene testing as well as PGx gene panels including whole exomes and genomes.
6. Evaluation of variants of uncertain significance (VUS) without additional billing if no extra specimen is needed.
7. Integration of test ordering and results return with VA Electronic Health Record systems.
8. Return of all raw and finished data generated from testing to the National Oncology Program.
9. Development of a comprehensive training program for VA staff regarding test use and portal operation.

Period of Performance
The IDIQ contract period of performance is from September 30, 2024, through September 29, 2029. Each task order will specify its own period of performance within this timeframe.

Place of Performance
The contract will be performed at contractor facilities capable of meeting the requirements across the United States and its territories.
