The contractor will provide technical services to carry out regional economic development activities in twelve USAID E&E countries which align to the following three Intermediate Results and which are described in detail in the Statement of Work.

Background
The purpose of this amendment is to revise the answer provided to question No. 105 of the Question and Answers provided under Amendment No. 3. The Economic Development, Governance and Enterprise Growth in Europe and Eurasia (EDGE) project aims to support inclusive, sustainable economic growth in the E&E region, with a specific objective of guiding the countries in the Western Balkans towards convergence with European Union Accession Criteria. The project will focus on reducing barriers to trade, improving financial sector stability with increased access to finance, and improving competitiveness through strengthening selected value chains and trade promotion.

Work Details
The contractor will provide technical services to carry out regional economic development activities in twelve USAID E&E countries which align to three Intermediate Results: Improved Business Enabling Environment and Reduced Barriers to Trade; Improved Financial Sector Stability with Increased Access to Finance; and Improved Competitiveness through Value Chains and Trade Promotion. The contract consists of one three-year base period (36 months) and two one-year option years (12 months each) for a total period not to exceed five years (60 months). The contract includes provisions for travel, per diem, transportation, indirect costs, packaging and marking, inspection and acceptance, deliveries or performance, contract administration data, special contract requirements, contract clauses, representations, certifications, instructions for offerors, evaluation factors for award.

Period of Performance
The contract consists of a three-year base period (36 months) and two one-year option years (12 months each) for a total period not to exceed five years (60 months).

Place of Performance
The geographic locations where the contract will be performed include the E&E region countries: Albania, Bosnia & Herzegovina, Kosovo, Macedonia, Montenegro, Serbia; the Caucasus countries: Georgia, Armenia and Azerbaijan; and the Western Newly Independent States (NIS) countries: Ukraine, Moldova and Belarus.
