Amendment #3 - Solicitation Notice - Operation and Management of the Mali Service Center   4

Background
The National Institute of Allergy and Infectious Diseases (NIAID), part of the National Institutes of Health (NIH) under the Department of Health and Human Services (DHHS), is issuing this solicitation for the Operation and Management of the Mali Service Center (MSC).

The goal of this contract is to ensure effective management and operation of the MSC to support its mission in public health and research.

Work Details
The contractor shall provide all necessary services, qualified personnel, materials, equipment, and facilities to perform the Statement of Work.

Key tasks include:
1. Monthly Progress Reports detailing activities during the reporting period and planned activities for the next period;
2. Annual Progress Reports summarizing results for the entire contract work period;
3. A Final Report due 15 days prior to contract expiration;
4. Compliance with Section 508 of the Rehabilitation Act for all reports;
5. Adherence to HHS security and privacy requirements, including providing a System Security Plan within 30 days of contract award;
6. Management of government property as per HHS guidelines;
7. Regular communication with designated Contracting Officer Representatives (COR) regarding technical progress and issues.

Period of Performance
The period of performance for this contract is from February 27, 2025, through February 26, 2030, with an option to extend services for an additional six months until August 26, 2030.

Place of Performance
The contract will be performed at the Mali Service Center.
