Background
The Department of Energy (DOE) Office of the General Counsel (GC) provides legal and policy advice to support the Secretary and program offices throughout DOE. The mission is to advance national, economic, and energy security through scientific innovation and environmental cleanup. To fulfill its mission, DOE GC seeks to procure commercially available computer-assisted legal research services (CALR) to access legal databases at a reasonable cost, ensuring timely and comprehensive legal support.

Work Details
The contractor will provide CALR subscription services that include:
- Access to searchable databases covering international, federal, state, local, and tribal laws, cases, court decisions, treatises, secondary sources, and other legal information.
- Database search functions that allow efficient searches using descriptive terms and Boolean connectors.
- AI-assisted research tools for analytics and evaluation of case precedents.
- Unlimited access to core databases for up to 175 users with options for additional users.
- Support for mobile devices and customization assistance for disabled users.
- Full-text search capabilities for accessing court decisions, statutes, regulations, etc., with various interface options available.
- Access must be Section 508 compatible and secure with encryption standards.

Period of Performance
The contract will have multiple ordering periods spanning from April 1, 2025, to October 31, 2030.

Place of Performance
The services will be performed at various locations within the continental United States (CONUS), including Hawaii, Alaska, Puerto Rico, U.S. Virgin Islands, Guam and Mariana Islands. Some users may also require access from foreign countries.
