Amendment 2 – SONET to DWDM Migration

Background
Vandenberg Space Force Base (VSFB) is currently reliant on an end-of-life and end-of-support Synchronous Optical Network (SONET). A new Ciena-based Dense Wavelength Division Multiplexing (DWDM) Optical Transport Network (OTN) architecture has been established and is ready for the migration of circuits from SONET. The migration priorities, plans, and template configurations have been developed and tested, marking the commencement of the transition of 1879 circuits from SONET to DWDM. This performance work statement specifically addresses the migration of up to 525 of those circuits.

Work Details
The objectives of the SONET to DWDM Migration Part 2 include: migrating up to 525 SONET circuits to DWDM; providing necessary fiber or copper cables and DSX patch panels for connections; acquiring required DWDM hardware; and furnishing a Project Manager to oversee contractor personnel's work.

Key tasks include conducting a Migration Survey at each site, developing a design solution based on survey results, providing a List of Material specifications for approval, and submitting an Integrated Master Schedule that includes procurement, installation, configuration, testing, training, and deliverables activities. The contractor must also ensure compliance with security requirements and provide as-built documentation including detailed engineering solutions and test plans.
