Amendment #2 - New IDIQ contract for 400mL nBPW for all three FSIS/USDA laboratories

Background
The United States Department of Agriculture (USDA) is seeking a reliable source of supply of sterile Neutralizing Buffered Peptone Water (nBPW) for the Office of Public Health and Science at the Food Safety Inspection Service (FSIS). The FSIS intends to award an Indefinite Delivery/Indefinite Quantity (IDIQ) contract for 400mL nBPW, and the award is intended for a small business according to SBA size standards.

Work Details
The contractor is required to provide nBPW in a final form, prepared according to the specified recipe or equivalent preparation procedure. The nBPW will be sent to In Plant Personnel (IPP) for sample collection and shipment to the designated FSIS laboratory for analysis. The contractor shall provide the nBPW in three designated aliquots or as dehydrated components paired with the appropriate sized container of sterile Microbiology-suitable (MS) water. The product shall have a shelf life no less than six months from the manufacture date, and a Safety Data Sheet (SDS) should be provided with the first shipment only. Additionally, a certificate of analysis verifying pH, appearance, volume, sterility, and recovery testing using Salmonella spp. and Campylobacter jejuni/coli as test organisms must be included with each shipment.

Period of Performance
The Period of Performance for the contract is from April 18th, 2022 to April 17th, 2027.

Place of Performance
The nBPW is to be delivered to three laboratory locations: USDA, FSIS, OPHS, Midwestern Laboratory in Saint Louis MO; USDA, FSIS, OPHS, Eastern Laboratory in Athens GA; and USDA, FSIS, OPHS, Western Laboratory in Albany CA.
