This Amendment No. One (1) to the Final Request for Proposal (RFP) is issued to amend the RFP as a
result of questions received.

Please note section L.13(a)(4)(d), "Each Offeror shall provide a list of contracts and appropriate points of contact to include name, phone number, and email address from whom the Offeror's team has requested past performance questionnaires to the NASA Ames Research Center Contracting Officer via e-mail to franco.a.cuevas@nasa.gov no later than 15 days prior to the Past Performance (Volume II) proposal due date."

The proposal due date is extended to 1:00 PM local time on November 23, 2016.

NASA/ARC plans to issue a Request for Proposal (RFP) for Logistics Management Services (LMS) requirement (see schedule below).This presolicitation synopsis is issued to replace Request for Information synopses LMS-RFI posted August 11, 2015 that will be deleted. This acquisition will be issued for 8(a) Competition set aside. The NAICS Code and Size Standard are 541210 and $38.5M, respectively.

Subcontract Goals: A Small Business Subcontracting Plan is only required from other than small business Offerors.

The tentative LMS schedule is shown below:
Posting of Interested Parties List, draft SOW, and Issuance of Draft Solicitation - June 2016.
Pre-Proposal Conference approximately 2 weeks after posting of Draft Solicitation.
Comments on Draft Solicitation - approximately 2 weeks after Pre-Proposal conference.
Final RFP September 2016 with Proposals due on or about October 2016.
Contract Award May 2017.

The Government does not intend to acquire a commercial item using FAR Part 12. This procurement will be for 5 years with a two-year base period and three one-year options.

The Logistics Management Services (LMS) procurement is a re-occurring requirement which provides institutional services, including a core Firm Fixed Priced for supply management; equipment management support; property disposal support; janitorial services; refuse and recyclable materials collection, removal, and disposal; shipping, receiving, mail service center, warehousing and re-distribution; fleet management services; reproduction services; business office support primarily for Ames Research Center (ARC) and other sites as approved by the Contracting Officer. The requirement also includes an IDIQ component for graphics and web design; NASA conference center support; and special event support.

All responsible sources may submit an offer which shall be considered by the agency.

NASA Clause 1852.215-84, Ombudsman, is applicable. The Center Ombudsman for this acquisition can be found at http://prod.nais.nasa.gov/pub/p ub_library/Omb.html .

No solicitation has been issued; therefore, do not request a copy of the solicitation. It is the potential offeror's responsibility to monitor FedBizOpps. Prospective offerors shall notify this office of their intent to submit an offer.

Notification is hereby provided of the availability of the Contracting Officer and technical representative to meet with interested parties on Mondays and Thursdays from 9am to 10am for a one half hour meeting once before the draft Request For Proposal (RFP) is released and once after the draft RFP is released. It is the offeror's responsibility to monitor the Internet site for the release of the solicitation and amendments (if any). Potential offerors will be responsible for downloading their own copy of the solicitation and amendments (if any). The solicitation and any documents related to this procurement will be available over the Internet. These documents will reside on a World-Wide Web (WWW) server, which may be accessed using a WWW browser application. The Internet site, or URL, for the Federal Business Opportunities page is https://www.fbo.gov/?s=main&mode=list&tab=list.

Background
The National Aeronautics and Space Administration (NASA) Ames Research Center (ARC) has issued an amendment to the Final Request for Proposal (RFP) for Support for Logistics Management Services (LMS). The mission of ARC is to manage a diverse program of research and development in support of the Nation’s aerospace program and to maintain unique research and test facilities.

Work Details
The Statement of Work (SOW) details the support provided for the Logistics Management Services and support to the NASA Ames Conference Center (NACC) at ARC. The logistics office supports NASA’s mission by providing institutional services for ARC, including supply management, equipment management support, property disposal support, janitorial services, refuse and recyclable materials collection, shipping, receiving, mail service center, warehousing, fleet management services, business office support, reproduction services, graphics services, and additional IDIQ services.
The Contractor shall provide support, personnel, equipment, materials and facilities to perform the work described in this SOW. The Contractor shall comply with applicable regulations and policy guidelines.

Period of Performance
The proposal due date has been extended to 1:00 PM local time on November 23, 2016.

Place of Performance
The services required under this contract shall be provided primarily at the Moffett Field site with the possibility of being required at other approved sites.
