Background
The Department of War Education Activity (DoWEA) is a federally operated school system that manages educational programs for approximately 66,000 children of active-duty military and related civilian families across 161 accredited schools.

The agency aims to enhance instructional leadership through a coaching model developed in partnership with Virginia Tech and Vanderbilt University. This contract seeks to establish a sustainable culture of coaching by providing role-specific professional learning aligned with DoWEA's Coaching Model and the book 'Blended Coaching: Supporting the Development and Supervision of School Leaders.'

Work Details
The Contractor shall provide a 2-level (Foundational and Advanced), role-specific coaching program for school-level and above-school-level educators. The specific tasks include:

1. Developing a project plan that is reviewed and revised annually.
2. Conducting professional learning sessions for all participants on DoWEA’s Coaching Model.
3. Offering role-specific professional learning sessions and related resources.
4. Facilitating preparation sessions for coaches.
5. Administering competency assessments for differentiated support in the Advanced session.
6. Providing evaluation support and reporting on the effectiveness of the coaching program.
7. Offering technical support throughout the duration of the contract.

Period of Performance
The period of performance shall be a base period of one year from September 1, 2026, to August 31, 2029, with options for two additional one-year periods.

Place of Performance
The contract will be performed at various locations where DoWEA operates its schools, including regions in the Americas, Europe, and the Pacific.

Bidder Requirements
Bidders must demonstrate relevant experience in providing educational coaching services.

This opportunity appears to have a confirmed incumbent and/or closely related prior contract based on HE125422D0013, awarded to Catapult Learning Patriot for $5,239,130 (05/13/22–05/12/27). That prior effort included annual project plan review/revision, professional learning for senior leadership, development of blended learning modules and facilitator guides for educators, and delivery of professional learning, consulting, and coaching to build leadership capacity with evaluation support and reporting. The current requirement similarly calls for a two-level role-specific coaching program aligned to DoWEA’s coaching model, including professional learning sessions, preparation/facilitation support, competency assessments for differentiated support, technical support, and evaluation/reporting—suggesting continuity in instructional/coaching enablement and related deliverables.
