Description

Background
The 419th Contracting Support Brigade, Fort Liberty, North Carolina, on behalf of XVIII Airborne Corps Joint Operations Innovation Outpost (JIOP), is issuing this Request for Proposals (RFP) for the competitive award of an Other Transaction Authority (OTA) prototype project for the Army Blood Link (ABL) Unmanned Aircraft System (UAS).

The Government aims to develop and deliver two prototype UAS capable of transporting blood products in contested environments where ground transportation is not viable, supporting both training and operational missions for medical units.

Work Details
The contractor shall provide two prototype UAS capable of transporting 20 units of Government-designated blood products per mission. Each system must include:
- Minimum usable payload-compartment volume of 1.25 cubic feet.
- Minimum payload capacity of 35 pounds, with a range of 25-50 pounds.
- A validated transport container that maintains specified temperature ranges for blood products during missions.
- Capable of operating in environments with temperatures from 15°F to 120°F and high humidity, while protecting against rain, dust, sand, and chemical contamination.
- Must support day and night operations from ground level to 18,000 ft with a minimum operational radius of 30 km and maximum mission distance of 100 km.
- Delivery-location accuracy within 10 meters and support for ground/landing delivery as well as aerial drop.

Period of Performance
The anticipated period of performance for the prototype OTA is up to 3 months from the effective date of award.

Place of Performance
Primary delivery and demonstration locations will be within the continental United States (CONUS), with initial delivery anticipated at Fort Liberty, North Carolina.

Bidder Requirements
Offerors must comply with sourcing restrictions prohibiting foreign-made components or software. They must also be registered and active prior to execution of any OTA agreement and capable of electronic invoicing via a Government-approved system.

Amendment Snapshot:
  • Amendment 1 adds clarifications affecting proposal strategy and technical compliance. The 20% deviation allowance applies to most physical/performance parameters, but not the one-year warranty, three-hour thermal hold, or 90% successful-delivery threshold; meeting stated values remains more competitive.
  • Shared padding and protective inserts are permitted for packing the 20 blood bags, provided thermal, shock, restraint, and protection requirements are met.
  • See Amendment 1_Clarifications.pdf for the complete vendor Q&A, including evaluation treatment of deviations and additional submission clarifications.

  1. Brief Description of Requirement

The Government seeks to develop and deliver two (2) prototype UAS capable of transporting 20 units of Government designated blood products per mission, including all approved primary, secondary, thermal control, shock protection, monitoring, and restraint packaging. Each system shall provide a minimum usable payload compartment volume of 1.25 cubic feet and a minimum payload capacity of 35 pounds, with a payload capacity range of 25 50 pounds.

The contractor shall provide a validated transport container that maintains the Government specified product temperature range for the required mission duration and environmental conditions. The ABL UAS will be employed in contested and denied environments where ground transportation is not viable and will support both training and deployed operational missions for medical units (e.g., medical brigades).

Additional technical, performance, and interface requirements are provided in the attached Salient Characteristics Army Blood Link (ABL) UAS for Blood Product Transport, which form an integral part of this notice and the basis for proposal evaluation.
