The Indian Health Service (IHS), Albuquerque Area office (AAO), Santa Fe Indian Health Center (SFIHC), has a requirement for Four (4) Administrative Support Assistants. May be required to rotate to the Three (3) Outlying Satellite Clinics Santa Clara Health Center, San Felipe Health Clinic and Cochiti Health Clinic as needed. Primary duty station is Santa Fe Indian Health Center, Santa Fe, New Mexico.

This is a combined synopsis for Indian Health Service (HIS) for commercial items or services prepared in accordance with format in FAR 12.6, as supplemented with additional information included in this notice.

The solicitation number is 75H70726Q00035 and is issued as a Request for Proposal (RFP), unless otherwise indicated herein. The solicitation document and incorporated provision and clauses are those in effect through Federal Acquisition Circular 2025-06.

The associated North American Industrial Classification System (NAICS) code for this procurement is 561110 with a business size standard $12.5.

Set-Aside:

Under the Buy Indian Act, 25 U.S.C. 47, through the transfer of authority from the Department of Interior to HHS, offers will be solicited from Indian Small Business Economic Enterprises (see HHSAR Subpart 326.6) that are also small business concerns. Any acquisition resulting from this set-aside will be as follows:

GSA Vehicle will be made available to and from the satellite clinics.

This solicitation will result in a single award with a Base + Four Option Periods from the date of award based on Satisfactory Performance ratings.

Invoicing Invoices submitted under an award resulting from this solicitation will be required to utilize the Invoice Processing Platform (IPP) in accordance with HHSAR 352.232-71, Electronic Submission and Processing of Payments Requests (FEB 2022).

Payment All payments by the Government under an award shall be made by electronic funds transfer (EFT), per FAR 52.232.33.

Background
The Indian Health Service (IHS), Albuquerque Area Office (AAO), Santa Fe Indian Health Center (SFIHC) has a requirement for four Administrative Support Assistants. The primary duty station is the Santa Fe Indian Health Center located in Santa Fe, New Mexico, with potential rotations to three outlying satellite clinics: Santa Clara Health Center, San Felipe Health Clinic, and Cochiti Health Clinic. This solicitation is issued as a Request for Proposal (RFP) under the Buy Indian Act, aimed at soliciting offers from Indian Small Business Economic Enterprises.

Work Details
The contractor will provide four Administrative Support Assistants to assist the SFIHC Administration Office with both direct and indirect patient and administrative duties. Responsibilities include:

1. Receiving and routing incoming/outgoing materials such as correspondence and reports;
2. Performing office automation duties to prepare documents;
3. Keeping appointment schedules for senior staff;
4. Responding to calls and visitors;
5. Performing various administrative tasks including purchasing supplies and maintaining filing systems;
6. Coordinating orientation for new staff;
7. Preparing travel requests;
8. Timekeeping duties in ITAS;
9. Taking fingerprints for background checks; and
10. Other related duties as assigned.

Period of Performance
The contract will have a base year starting TBD, 2026 to TBD, 2027, with four option years extending through TBD, 2031.

Place of Performance
Santa Fe Indian Health Center, Santa Fe, New Mexico, with possible rotations to San Felipe Health Center, Cochiti Indian Health Center, and Santa Clara Indian Health Center.
