AMENDMENT 001 of the Retrofit of Existing Personnel Bunkers in the countries of Iraq, Kuwait, and Jordan is hereby issued to clarify Defense Base Act (DBA) Insurance. SEE ATTACHED AMENDMENT W912ER21R0044-0001 Highlighted areas for changes. This amendment will not extend the due date which remains 23 August 2021 not later 1600 (4:00pm) U.S. Eastern Time.

The U.S. Army Corps of Engineers (USACE), Middle East District (TAM), is seeking to award three new, fully competed, single award IDIQs to procure materials for, fabricate, and install/deliver bulkheads with doors systems. The United States Army Central (USARCENT) has a need for a significant, but indefinite amount of these bulkhead with door systems throughout the indicated countries in order to retrofit existing personnel bunkers, with the purpose of enhancing the level of protection.

The place of performance for these contracts will be in the countries of Iraq, Kuwait, and Jordan. The intent is that Contractors will be responsible for all bulkhead/door requirements in one of those designated countries, and will be expected to perform delivery and/or installation services at any location throughout that country.

Delivery locations are expected to be on U.S. or joint-use military installations, so it will be incumbent on awardees to have the capability to access multiple military installations throughout their country of award.

Background
The U.S. Army Corps of Engineers (USACE), Middle East District (TAM), on behalf of U.S. Army Central (USARCENT), seeks to award three fully competed single award IDIQ contracts to retrofit existing personnel bunkers in Iraq, Kuwait, and Jordan by procuring materials, fabricating, and installing bulkhead with door systems to enhance protection.
Amendment 001 clarifies Defense Base Act (DBA) insurance and does not change the proposal due date of 23 August 2021.

Work Details
Indefinite Delivery/Indefinite Quantity (IDIQ) contracts are for the supply, fabrication, delivery, and installation of bulkhead and door assemblies.
Each assembly comprises a steel channel base, five vertical steel columns, and infill of either lumber (100×100 mm and 50×200 mm), concrete with 5 mm steel bracing, or steel plates with sandbag infill, plus a 5 mm steel plate door with stiffeners and handles bolted to existing C-channel bunker openings.
Full width is 2870 mm (adjustable upon inspection), and contractors must fabricate components off-site or as kits, deliver to U.S. or joint-use military installations, and install infill and hardware.
Detailed submittals include pre-procurement items (DBA insurance, Accident Prevention Plan per EM 385-1-1, and Quality Control Plan), shop drawings (within 15 days of NTP), product data, design data, test reports, certificates, installation instructions, samples or prototypes, and existing conditions inspection reports.
Quality control requires an approved inspection system, weekly and daily progress reports, and on-site inspections.
Installation planning must address multiple site access requirements and mobilization.

Period of Performance
One-year base period for bulkhead door fabrication, supply, delivery, and installation, with two subsequent one-year option periods (Option Year 1 and Option Year 2) exercisable at the government’s discretion.

Place of Performance
Contractor will perform delivery and installation throughout the award country (Iraq, Kuwait, or Jordan) at U.S. or joint-use military installations, including but not limited to Al Asad Air Base, Erbil Air Base, Union III (Green Zone, Baghdad), and the Baghdad Diplomatic Security Compound.

Bidder Requirements
Offerors must maintain active registration in the Joint Contingency Contracting System (JCCS) and provide evidence thereof.
Submit proof of Defense Base Act insurance within 3 days of award.
Provide an Accident Prevention Plan (per EM 385-1-1) and a Quality Control Plan within 15 days of NTP.
All documents and communications must be in English using metric units.
Designate an English-speaking representative and a Quality Control Manager (and alternate) with a minimum of 5 years of relevant experience, authority to enforce quality control, and completion of the USACE Construction Quality Management Course.
Demonstrate capability to access multiple military installations, secure site badges, and comply with host-nation contractor licensing, bonding, and insurance requirements.
