24 February 2022: FY23 USS LASSEN (DDG 82) Depot Modernization Period (DMP)
The Naval Sea Systems Command (NAVSEA) issues solicitation N00024-22-R-4486 for the execution of the FY23 USS LASSEN (DDG 82) DMP. This availability includes a combination of maintenance, modernization, and repair, and will require a highly capable contractor with substantial facilities, as well as human resources capable of completing, coordinating, and integrating multiple areas of ship maintenance, repair and modernization.
This availability is solicited on a coast-wide basis on the East Coast under a single solicitation, and a single contract to complete this availability is expected to be awarded to one contractor. Based on the complexity, magnitude and duration of the requirement, the Government's market research indicates there are not two or more small business concerns capable of competing for these requirements and therefore this procurement will not be set-aside for small business (FAR 19.502-2(b)).
This solicitation is issued electronically via SAM.gov and the Solicitation module in the Procurement Integrated Enterprise Environment (PIEE) website, interested parties must comply with this announcement. Interested offerors should monitor the SAM.gov page and https://piee.eb.mil for the release of the solicitation and any applicable amendments, thereafter. Offerors must be registered in the System for Award Management (SAM) in order to participate in this procurement at https://www.sam.gov. All responsible sources may submit a proposal, which shall be considered by the agency. Proposals shall be submitted via the Solicitation module in the Procurement Integrated Enterprise Environment (PIEE). Offerors interested in submitting proposals must register at https://piee.eb.mil and ensure they have the Proposal Manager role assigned in order to submit a proposal in the system.
This posting includes restricted attachments. Potential offerors will need to request access to Attachment J-3 (Key Events & Milestones), Attachment J-4 (Pricing Workbook), Attachment J-9 (Compartment Closeout), and Attachment S-5 (Enclosure 1).
This posting does not include all relevant J attachments. Background

The solicitation is not set aside for small businesses.
Work Details
The contract includes various tasks such as availability preparation, advanced material procurement, TYCOM preparation for repair and alterations onboard USS Lassen (DDG 82) during the FY23 Depot Modernization Period (DMP), underwater hull preservation, messing and berthing barge electric temporary service, GFM equipment warehouse storage space, and various other alteration installation team support services. The work items are detailed in the solicitation amendment 0007.
Period of Performance
The FY23 USS LASSEN (DDG 82) Depot Modernization Period (DMP) will be approximately 19 months, beginning in December 2022 and completing in August 2024.
Place of Performance
The place of performance is onboard USS Lassen (DDG 82) during the FY23 Depot Modernization Period (DMP).
