AMENDMENT 0008 - CANCELLATION: Airfield Operations and Maintenance Services

Background
Army Contracting Command – Rock Island, on behalf of the Office of Program Manager – Saudi Arabian National Guard (OPM-SANG), issues this solicitation for Airfield Operations, Airfield Direct Support Services, and associated On-the-Job Training throughout all functional areas.
This requirement uses Foreign Military Sales funding.
The Performance Work Statement describes services to modernize and support the Saudi Arabian Ministry of National Guard Aviation Program, with the goal of developing within MNG the capability to unilaterally initiate and sustain modern military organizations and systems.

Work Details
Provide Airfield Operations support for rotary wing aircraft including personnel and supervision; establish and operate a Training Management Office with certified training and management specialists using the MNG-provided G21 ERP as Training Management System; develop and maintain On-the-Job Training (OJT) programs with SOPs and MOS-specific job books; conduct OJT for MNG Soldiers.
Perform Air Traffic Control services; Aircraft Crash, Fire, and Rescue (ARFF) services 24/7; Air Navigational Aid (NAVAID) support; Air Traffic Control Equipment & NAVAIDS maintenance; Airfield and Heliport Management and Operations; Aviation Safety Program; Airfield Support Services and HAZMAT program.
Fuels specialist fueling/defueling services; Vehicle/Ground Support Equipment maintenance; manage Contractor-Acquired Property; execute Other Direct Costs pre-approved by the Contracting Officer’s Representative; and deliver Contract Data Requirements Lists (CDRLs) as specified in PWS paragraphs 2.5.2.1.

Period of Performance
Base Period: Date of Award – 365 days after award;
Option Period 1: 366 days after award – 730 days after award;
Option Period 2: 731 days after award – 1095 days after award;
Option Period 3: 1096 days after award – 1460 days after award;
Option Period 4: 1461 days after award – 1825 days after award;
Government may extend up to 6 months at its discretion.

Place of Performance
Kingdom of Saudi Arabia at Khashm Al Aan Airfield (KAA), Khashm Al Aan Heliport (KAH), and Dirab Airfield (DAA).

Bidder Requirements
Offerors must execute a Non-Disclosure Agreement with Federal Acquisition Strategies, LLC prior to proposal submission; submit proposals through the PIEE Solicitation Module; propose key staffing by functional area and provide resumes (max two pages) and letters of intent for each key position; demonstrate past performance on OCONUS rotary wing airfield operations and maintenance support within the past three years.
Identify proposed key subcontractors (>20% effort) and provide written consent and letters of commitment; new corporate entities must provide letters of commitment for employees cited from prior contracts.
