Purchase Program: COG 3.24

(i) This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued.

(ii) The Solicitation number is SPE600-17-R-0218, and it is issued as a Request for Proposal (RFP).

(iii) Line item 0090 for 56,000 USG of E85, line item 0144 for 15,000 USG of ULSD (DS2) and line item 0165 for 45,000 USG of Red dyed Diesel #2 (DSS) is set aside for Small Disabled Veteran Owned Small Businesses (SDVOSB). These locations are within a 100-mile radius of a small business refinery. A small business refinery must be the source of fuel for these items to be awarded under the set-aside. If an offer cannot be determined fair and reasonable, the set-aside will be dissolved and the items awarded on an unrestricted basis.

(iv) The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-95 19 January 2017.

(v) The NAICS code for this procurement is 324110. This acquisition has not been set-aside for small businesses and is issued under full and open competition

(vi) See Attachment A, "Line Item Narratives Schedule B," for a list of contract line item numbers, quantities, and units of measure.

(vii) Description of Items Being Procured: This acquisition is for distillates and residuals for Department of Defense and Federal Civilian Agencies in the states of Alabama, Arkansas, Florida, Georgia, Louisiana, Missouri, Mississippi, North and South Carolina.

(viii) Ordering Period: Date of contract award through September 30, 2020.

(ix) FAR 52.212-1, Instructions to Offerors - Commercial Items applies to this acquisition with addenda.

(x) Proposals will be evaluated pursuant to FAR 52.212-2, "Evaluation - Commercial Items," and FAR 15.101-2, "Lowest Price Technically Acceptable Source Selection Process." In order to be considered for award, an offeror must meet or exceed technical acceptability standards for the following non-price factor: Supplies; Terms and Conditions.

(xi) Offerors shall provide a completed copy of all required Representations and Certifications with the offer. All representations and certifications can be found in Attachment F, "Offeror Submission Package (OSP)."

(xii) FAR 52.212-4, "Contract Terms and Conditions -- Commercial Items" applies to this acquisition with addenda.

(xiii) FAR 52.212-5, "Contract Terms and Conditions Required to Implement Statutes Or Executive Orders -- Commercial Items," applies to this acquisition. See Solicitation SPE600-17-R-0218 for a list of the additional FAR clauses cited within FAR 52.212-5 that are applicable to the acquisition.
