The purpose of this amendment is to provide clarifying language as it pertains to Joint Ventures within the RFP/Solicitation file. The updated RFP/Solicitation file has been updated and included via this amendment.

Background
The Financial Management Oversight (FMO) program, initiated by the Federal Transit Administration (FTA) in 1991, is a management tool for examining recipient performance and adherence to FTA requirements. It ensures that recipients have sound financial management systems to manage federal funds effectively.

Work Details
The contractor will conduct various tasks under the FMO program including program management, special assignments, financial management oversight reviews, corrective action support, targeted technical assistance, workshops/training, risk assessment, and innovation training. Specific tasks include conducting full scope financial management system reviews to evaluate recipients' systems against federal standards.

Additionally, the contractor will participate in quarterly meetings and annual oversight conferences, prepare reports and presentations, and provide technical assistance. The contractor will also perform follow-up reviews to ensure implementation of corrective actions from previous reviews.

Period of Performance
The period of performance is five years.

Place of Performance
The primary work site is at the contractor's site with potential visits to USDOT Headquarters in Washington, DC; USDOT Training Facility in Arlington, VA; FTA HQ or regional offices; other government offices; and grantee offices.
