Background
The Defense Human Resource Activity’s (DHRA) Joint Advertising, Market Research and Studies (JAMRS) program is an official Department of Defense (DoD) initiative under the Office of People Analytics. Its mission is to conduct joint-level market research and studies to enhance understanding of military service as a career option, thereby bolstering the effectiveness of recruiting and retention efforts across all military branches. JAMRS analyzes recruiting-related data throughout the personnel life-cycle, providing vital intelligence for informed advertising, outreach planning, and personnel policy decisions.

Work Details
The Contractor will provide knowledge-based Survey Services and Market Research and Analysis. Key tasks include: conducting multi-method personnel research; survey planning, design, development, administration; analysis of quantitative and qualitative survey data; integrating multi-source data; utilizing advanced analytics including data science; producing research reports; segmenting target markets; fulfilling ad-hoc recruiting and personnel research requests; and consulting with subject matter experts in career decision-making within a military context.

The Contractor must implement a Quality Control Plan (QCP) to ensure compliance with contract requirements, perform inspections, address customer complaints, and improve service quality. Additionally, the Contractor must adhere to mandatory training requirements related to OPSEC awareness, unauthorized disclosure of information, insider threat awareness, privacy act compliance, IT security awareness, and counterintelligence reporting.

Place of Performance
The Contractor will perform work at their own facility.
