Background
The National Institute of Standards and Technology (NIST) is issuing a Request for Proposal (RFP) for Reactor Recovery Services, specifically targeting the upgrade of the Fuel Transfer System (FTS) at the NIST Center for Neutron Research (NCNR).

The NBSR reactor, located in Gaithersburg, Maryland, operates at a thermal power level of 20 MW and utilizes a heavy water moderator. The existing fuel transfer valves (FTVs) are aging and require replacement to ensure reliable operation. This contract aims to provide necessary services and support for the design, fabrication, installation, and testing of new FTS components.

Work Details
The contractor shall provide all labor, materials, equipment, services, logistical support, and supplies necessary to perform the following tasks:
1. Replace three (3) fuel transfer valves (FTVs) with equivalent valves equipped with pneumatic actuators.
2. Install three (3) pneumatic actuators with valve position indicator switches.
3. Replace several pipe sections associated with FTVs.
4. Install one (1) bellow expansion joint.
5. Provide new wiring and electrical components associated with the FTVs.
6. Develop quality assurance (QA) and fabrication plans that include metallurgical processes and testing methodologies required for complete FTV assembly.
7. Ensure all new components are suitable for high radiation environments and built to last a minimum of twenty years.
8. Package and remove all radioactive waste associated with this project from NIST’s Gaithersburg campus.
9. Complete installation and testing of all new FTS components within one month while coordinating any necessary shutdowns of the NBSR reactor.

Period of Performance
The ordering period for this contract shall not exceed four years from the date of award, with specific task orders issued detailing individual performance periods.
