AMENDMENT 0005 - Aerospace Energy RFP for (Liquid Hydrogen (LHB), Gaseous Hydrogen (GH2), Liquid Nitrogen (LN9), Air Force Research Laboratory (AFRL), Edwards AFB, CA   2

The Government intends to procure products using Federal Acquisition Regulation (FAR) Part 12, Acquisition of Commercial Items and FAR Part 15, Contracting by Negotiation, as applicable. This announcement constitutes the only solicitation; proposals are being requested. Solicitation Number: SPE601-22-R-0305 for Liquid Hydrogen, Gaseous Hydrogen, and Liquid Nitrogen for Air Force Research Laboratory (AFRL), Edwards Air Force Base, California is issued as a Request for Proposal (RFP).

The associated North American Industrial Classification System (NAICS) code for this procurement is 325120. The Small Business Size Standard is 1,000 and this solicitation is an unrestricted, Full and Open Competition for the following:

1. LH2 (NSN 9135-01-666-1259), Liquid Hydrogen, Type II, Grade A
2. LN2 (NSN 9135-01-665-3253), Liquid Nitrogen, Type II, Grade B
3. GH2 (NSN 6830-01-653-4745), Gaseous Hydrogen, Type I, Grade B

This requirement also includes Ancillary services such as Container / Cylinder / Drum Cleaning, Emergency Delivery, Evacuate and Purge Cyl/Drums/Containers, Detention Fee, Fill Line Restriction Orifice, and Tank Hot Fill. The contractor shall provide all products, materials, supplies, management, tools equipment, transportation and labor necessary for the delivery of products f.o.b. Destination into Government-owned tanks. A detail description of requirements for items (line number(s) and items, quantities, and units of measure) to be acquired is listed on the Schedule (SF 1449).

Performance: Edwards AFB, CA (see detailed schedule attached for list of date(s) and place(s) of delivery and acceptance and FOB point).

The Government intends to award one Firm Fixed Price Requirements type contract using Federal Acquisition Regulation (FAR) Part 12, Acquisition of Commercial Items.

The period of performance is: 1 July 2022 through 30 June 2026 (LN9 only) and

1 September 2022 though 30 June 2026 (LHB and GH2).
