16 JANUARY 2025: Amendment 0004. The purpose of Amendment 0004 is to extend the due date for proposals to 23 January 2025 @ 12:00PM CDT. No other changes to the RFP were made.

10 JANUARY 2025: Amendment 0003. The purpose of Amendment 0003 is to correct PWS section 1.6.13.1 and provide updated Q&A Matrix. See attached documents. No Extension to proposal due date was made.

7 JANUARY 2025: Amendment 0002. The purpose of Amendment 0002 is to revise the PWS and provide additional Government responses on the Q&A Matrix. See attached documents. Due date for proposals has been extended to 21 January 2025 @ 12:00PM CDT.

31 DECEMBER 2024: Amendment 0001. The purpose of Amendment 0001 is to revise the PWS and provide Government responses on the Q&A Matrix. See attached documents. Due date for proposals has been extended to 14 January 2025 @ 12:00PM CDT.

The Mission and Installation Contracting Command-Fort Sam Houston is issing a request for proposal (RFP) to provide Communication Planning and Support Services for the U. S. Army Office of the Chief of Public Affairs (OCPA), located at the Pentagon, Washington D.C. The vehicle will be a Firm Fixed Price Contract with Costs CLINs for Other Direct Costs (ODCs). The anticipated period of performance will include a 12 month base and four (4) 12 month option periods. All documents including the RFP are attached for downloading.

The Contractor shall provide technical expertise in business best practices, process engineering, full-spectrum communication, information technology (IT) operations; and management in support of Business Rules and OCPA Operations Support; Communication Research, Analysis and Evaluation; Communication Planning; Communication Product Development; Army Outreach Support; Professional Development and Training; Exhibit Management; and Executive Communication Support. These services shall include support of Army communication challenges which involve extremely sensitive issues, large programs, supporting Soldiers and Families and telling the Army story to diverse audiences and centers of influence as defined in the Performance Work Statement.

This solicitation is 100% set-aside for a Service-Disabled Veteran-Owned Small Business (SDVOSB). North America Industry Classification System (NAICS) code 541611, Administrative Management and General Management Consulting Services, with a size standard of $24.5M, will be applicable to this procurement. All responsible SDVOSB sources may submit a proposal.

Questions/Comments/Exceptions shall be submitted on or before Wednesday, 4 December 2024 at 12:00 P.M. CDT. Questions shall be submitted on and in the format delineated in Attachment C, Questions_Answers Matrix. All Questions/Comments/ Exceptions shall be submitted electronically via email to the attention of Contract Specialist: LaTasha Cardwell, latasha.s.cardwell2.civ@army.mil and Contracting Officer: Sylvia Farmer, sylvia.farmer.civ@army.mil. Responses to the Matrix will be posted some time the week of December 16th to SAM.gov.

Proposals shall be submitted on or before Thursday, January 23, 2025; 12:00PM CDT. All proposals shall be submitted electronically via email to the attention of Contract Specialist: LaTasha Cardwell, latasha.s.cardwell2.civ@army.mil and Contracting Officer: Sylvia Farmer, sylvia.farmer.civ@army.mil. All amendments to the solicitation will be likewise posted on this website. Contractors are advised to check the website periodically for amendments.

All contractors must be registered in SAM.gov to be eligible for award of a final contract. Verbal offers, faxed offers and faxed amendments will not be accepted.

Background
The Mission and Installation Contracting Command-Fort Sam Houston is issuing a request for proposal (RFP) to provide Communication Planning and Support Services for the U.S. Army Office of the Chief of Public Affairs (OCPA), located at the Pentagon, Washington D.C.

The OCPA is responsible for keeping the American public informed about the Army's operations and ensuring confidence in its readiness. This contract aims to support OCPA's mission through various communication strategies and services.

Work Details
The Contractor shall provide technical expertise in business best practices, process engineering, full-spectrum communication, information technology (IT) operations; and management in support of Business Rules and OCPA Operations Support. Specific tasks include:
- Communication Research, Analysis, and Evaluation
- Communication Planning
- Communication Product Development
- Army Outreach Support
- Professional Development and Training
- Exhibit Management
- Executive Communication Support.

The Contractor will address sensitive communication challenges involving large programs, supporting Soldiers and Families, and effectively telling the Army story to diverse audiences. The contractor must also develop communication plans that include background analysis, situational analysis, communication goals, audience analysis, strategies, tactics, execution tracking, and assessment plans. Additionally, they will produce customized media products such as infographics, videos, and animations.

Period of Performance
The anticipated period of performance includes a 12-month base period followed by four (4) 12-month option periods.

Place of Performance
The contract will be performed at the Pentagon in Washington D.C.
