The Defense Energy Support Center (DESC) seeks to identify, and obtain information from, responsible sources in connection with the privatization of the natural gas distribution (NAICS 22120), water distribution (NAICS 221310), and wastewater collection (NAICS 21320) utility systems at MacDill Air Force Base (AFB), Florida. Privatization is defined as the conveyance of a utility system to a municipal, private, regional, district, or cooperative utility company or other entity. The conveyance may consist of all right, title, and interest of the United States in the utility system. Utility Privatization (UP) will be accomplished in accordance with 10 U.S.C. 2688 Utility Systems: Conveyance Authority. Contractor will be required to assume ownership of the natural gas, water, and wastewater utility systems at MacDill AFB, Florida, and as the new owner, shall operate and maintain the system and provide utility services to the Government. Contractor shall furnish all necessary labor, management, supervision, permits, equipment, supplies, materials, transportation, and any other incidental items or services required for the complete ownership of and provision of utility services via these utility systems, including operation, maintenance, repair, upgrades, and improvements to the utility systems. This Sources Sought Notice (hereinafter Notice) is an essential step in determining market interest and feasibility. Responses received will be used to develop marketing strategies for the potential privatization of utilities at this installation. Should interest be determined sufficient, a formal solicitation may be forthcoming. Interested parties should provide a statement of interest on company letterhead by no later than 4:00 pm on Monday, February 25, 2008. Responses are preferred via e-mail, but hard copies and facsimiles will also be accepted. At a minimum, the statement of interest shall address: (1) capability and experience in utility privatization or owning and operating utility systems; (2) financial capability to justify potential award of such a contract; (3) a primary point of contact, including phone number and e-mail address; and (4) an indication of the size of the business (large, small, or any sub-category of small business). The potential opportunity for set-asides for small businesses and small disadvantaged businesses will be considered on the basis of the responses received. This Notice is solely for the Government?s use as a market research tool. As such, the issuance of a competitive solicitation is not guaranteed. If determined appropriate, then both a synopsis and a solicitation may be anticipated in the March-April 2008 timeframe. All responsible sources are encouraged to submit a response to this Notice. All information received will be considered. Failure to respond to this Notice does not preclude a firm from offering on any resultant solicitation; however, a lack of interest in this requirement may keep this effort from moving forward competitively. This announcement shall not be construed as a commitment or authorization to incur costs in anticipation of an award. The Government is not bound to make any awards under this Notice. Installation Description MacDill Natural Gas: The natural gas system being privatized is described as follows: MacDill Air Force Base is located approximately eight miles south of downtown Tampa on the tip of the Interbay Peninsula in Hillsborough County, Florida. The base is surrounded by Tampa Bay on the south and west; by Hillsborough Bay on the east, and by the city of Tampa on the north. The base covers about 5,630 acres of land. MacDill AFB provides operations and maintenance support for approximately 480 separate facilities, excluding Military Family Housing (MFH). This includes approximately 67 administration facilities; 16 dormitories (10 for Unaccompanied Enlisted Personnel, 2 for Visiting Airmen Quarters, and 4 for Visiting Officer Quarters); and 10 Temporary Lodging Facilities (TLF). The remaining facilities are considered commercial or industrial use facilities and range from small shop spaces to large maintenance hangars. The population of MacDill AFB is approximately 5,322 active duty military and dependents and 1,077 civilian personnel. Including Military Housing, Peak demand is approximately 9,300kcf per month and the annual consumption is approximately 75,000 kcf. Service is provided to the base from Tampa Electric Company ? Peoples Gas at a pressure of 10 pounds per square inch gauge (psig). All equipment downstream of the manifold is presently owned, operated and maintained by MacDill AFB personnel. The average depth of burial of the system is approximately three feet. The gas is distributed on base through approximately 78,350 LF of underground pipelines. In some areas the steel or iron line has polyethylene pipe inserted inside the steel pipe. In areas where it was necessary to replace lines, polyethylene pipe has been installed in place of steel. There is no marker tape or tracer wire installed in the system. The commodity supplier retains odorization responsibility. TECO Peoples Gas meters natural gas to the base at the manifold station. There are thirty-three additional meters on base that are read, maintained and owned by the Air Force. Excluded from privatization are: Interior valves or regulators and Military Family Housing, except Temporary Living Facilities. MacDill Water The water system being privatized is described as follows: MacDill Air Force Base is located approximately eight miles south of downtown Tampa on the tip of the Interbay Peninsula in Hillsborough County, Florida. The base is surrounded by Tampa Bay on the south and west; by Hillsborough Bay on the east, and by the city of Tampa on the north. The base covers about 5,630 acres of land. Including Military Housing, Peak demand is approximately 42,000 kgal per month, peak-month daily usage has been about 1.3 to 1.4 MGD. The annual consumption is approximately 380,000 kgal. Excluding MFH, the water distribution system at MacDill AFB consists of approximately 405,000 lineal feet of distribution and service connection pipe, 290 hydrants, 466 isolation valves, and 48 check valves. Based on the number of buildings/other facilities it is estimated that there are approximately 500 service lines. Pipe materials of the primary distribution system consist of about 86% cast iron, 12% plastic - both PVC and polyethylene, and 2% asbestos-cement. The average depth of burial for system piping is three feet. Marker tape has been included on all piping installed after 2000 (approximately 22,000 LF). There is no operating water supply treatment facility at MacDill. Items specifically excluded from the utilities privatization effort are: Fire Protection Systems, Interior Backflow Prevention Devices, Lawn Irrigation Systems, Swimming Pools, Military Family Housing, except Temporary Living Facilities. MacDill Wastewater The wastewater system being privatized is described as follows: MacDill Air Force Base is located approximately eight miles south of downtown Tampa on the tip of the Interbay Peninsula in Hillsborough County, Florida. The base is surrounded by Tampa Bay on the south and west; by Hillsborough Bay on the east, and by the city of Tampa on the north. The base covers about 5,630 acres of land. MacDill AFB provides operations and maintenance support for approximately 480 separate facilities, excluding Military Family Housing (MFH). MacDill Air Force Base owns, operates, and maintains the sewage collection and treatment system that serves the base. The average daily flow for the MacDill Air Force Base wastewater treatment plant is in the range of 0.50 to 0.60 mgd with maximum daily flows of up to 2.0 mgd during wet weather. The high month discharge is approximately 37.6 mg and the low month is approximately 17.2 mg. The treatment plant permitted capacity is 1.2 mgd. Domestic sewage is collected throughout MacDill AFB through underground pipelines, ranging in size from 4 inches, for house or building connections, to 24 inches for the main sewer connections. The depth of pipe burial ranges from three to nineteen feet with an average depth of ten feet. Most of the system is 40 years old or more. Original pipe materials of construction included vitrified clay. Later expansions used cast iron and asbestos cement. No marker tape or tracer wire has been used in the system. Overall, there is an estimated 372,000 linear feet of sewer pipe and force mains and 390 manholes. There are approximately 61 pump stations on the base. A few of the pump stations serve septic drainfields, while the majority connects to the sewage collection system. The ages of the pump stations and force mains range from 20 years to less than 1 year. All of the pump stations are the submersible type. Items specifically excluded from the wastewater system privatization are: Grease Traps, Oil/Water Separators, Septic Systems, Military Family Housing, except Temporary Living Facilities.
