SCOPE OF WORK

The Contractor must provide all labor, equipment, tools, supplies, supervision and other items or services necessary to provide complete the following services at the listed facilities:

1. Honolulu Control Facility (HCF): 760 Worchester Ave, Honolulu, HI 96818

  • HCF Facilities: Janitorial Services and Window & Cab Shade Cleaning Services
  • National Weather Service (NWS) Building: Janitorial Services

2. Oahu SSC (PMT): 100 POHAKULANA PL HONOLULU HI 96819

  • HNL Hangar Facility: Janitorial Services

Janitorial Services:

  1. The Contractor must provide all personnel, equipment, tools, materials, supervision, and services necessary to perform Janitorial Services as specified herein for the Federal Aviation Administration (FAA) Facilities as specified in the attached Appendix/Appendices in accordance with the SOW.

Window & Cab Shade Cleaning Services:

  1. Tower Cab Window Cleaning: The contractor must wash the inside and outside surfaces of the windows. Windows must be spotless and bug free for complete visibility of airport approach and runways. After windows have been cleaned, traces of film, dirt, smudges, water and other foreign matter must be removed from the frames, casings, and glass surfaces. All glass surfaces must be cleaned and left free of streaks and stains and must be wiped dry.
  2. Tower Cab Shade Cleaning: Polish shades using a soft cloth and liquid cleaning solution using a side to side motion, not circular. The cloth must be non-abrasive; the material is delicate and prone to scratching. The shades must be cleaned with a product, which is designed specifically for window film and shade material and has special antistatic properties. Impurities build up on the shades. All visible wiping streaks shall be removed per manufacturer's and FAA's specifications. Proper maintenance must significantly prolong the visibility and lifespan of the shades. Contractor is responsible for ensuring shades are not scratched.
  3. Tower Cab Exterior Windows: Apply and maintain coating to prevent condensation on the exterior glass windows of the tower cab.

Performance of the contract must be accomplished as coordinated with the COR and Facility POC for each location. The cab window cleaning services function at each ATCT must be provided in accordance with the SOW.

Background
The Federal Aviation Administration (FAA) is issuing this contract to provide janitorial services at various facilities in Hawaii, including the Honolulu Control Facility (HCF) and the Oahu SSC (PMT). Work Details

**Janitorial Services:** The Contractor must provide all personnel, equipment, tools, materials, supervision, and services necessary to perform janitorial services as specified for FAA facilities.

**Window & Cab Shade Cleaning Services:**
1) **Tower Cab Window Cleaning:** Clean inside and outside surfaces of windows ensuring they are spotless for visibility of airport approach and runways. Remove traces of film, dirt, smudges from frames and glass surfaces.

2) **Tower Cab Shade Cleaning:** Polish shades using a non-abrasive cloth and appropriate cleaning solution without scratching the material. Ensure all visible streaks are removed per manufacturer’s specifications.

3) **Tower Cab Exterior Windows:** Apply and maintain coating to prevent condensation on exterior glass windows.

Performance must be coordinated with the Contracting Officer's Representative (COR) and Facility Point of Contact (POC) for each location.

Period of Performance
The contract will be performed from December 1, 2025 to November 30, 2030.

Services will be performed at the Honolulu Control Facility located at 760 Worchester Ave, Honolulu, HI 96818; National Weather Service Building; and Oahu SSC (PMT) located at 100 Pohakulana Pl, Honolulu, HI 96819.
