This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the request for proposal (RFP)/solicitation. Proposals are being requested in accordance with the RFP attached to this notice. This notice is issued by The Maritime Administration, U.S. Department of Transportation (MARAD), to select a source capable of providing to MARAD an oil pollution insurance policy (Policy), as more fully detailed in the Statement of Work (SOW), which will contractually address costs and expenses relating to an oil spill arising from and related to MARAD-owned vessels in the National Defense Reserve Fleet (NDRF). It is intended that MARAD will enter into such Policy with an insurance provider (Provider) that will make MARAD in privity of contract with the Provider, consistent with the terms and conditions set forth in this SOW. Said Policy will be awarded by MARAD on a determination by MARAD as to what Policy constitutes best value to MARAD and the Federal Government. The Contractor may also be the Provider so long as the Contractor can meet all of the requirements specified in the SOW.

(ii) The RFP number is 693JF725R000003.

(iii) The deadline for proposal submission is 3:00 PM, EST, December 27, 2024. Submit proposals in PDF format attached to an email. Send proposals to Denise Clarke at Clarke.Denise@dot.gov. Please include the RFP Number and Title in the email subject line. Do not send paper copies, or other media of the proposal via post office or delivery service. Proposals received by MARAD after the deadline will not be considered for award. (viii) The contract is one six-year base period and two 24-months option periods. The Period of Performance of the contract is 3/1/2025 to 2/28/2035 if all the option periods are exercised.

Amendment No. 1
The purpose of Amendment No. 1 is to incorporate the following information and Contract Line Item (CLIN) structure into the solicitation/contract.
The due date and time for submission of proposals shall remain unchanged at 3:00 PM, EST, December 27, 2024.
The Contractor is to provide Oil Pollution and Hazardous Substance Insurance in an amount to be determined between $50M-$100M per ship by final agreement between MARAD and the contractor IAW Section C of the solicitation.
Initial coverage under the contract is for 54 vessels but is subject to change as vessels are added or removed from the MARAD fleet. Reconciliation of total vessel days issuance coverage shall be accomplished annually on a per vessel per diem basis for vessels added to or removed from the insurance policy.
This contract has one six-year base period and two 24-months option periods.
The Period of Performance of this contract is 3/1/2025 to 2/28/2035 if all the option periods are exercised pursuant to the following Contract Line Item (CLINS).
CLIN 00001: One six-year base period of 03/01/2025 to 02/28/2031.
CLIN 00002: Option Period One is 24 months from 03/01/2031 02/28/2033.
CLIN 00003: Option Period Two is 24 months from 03/01/2033 02/28/2035

Background
The Maritime Administration (MARAD), part of the U.S. Department of Transportation, is seeking to contract an insurance provider to deliver an oil pollution insurance policy. This policy will address costs and expenses related to oil spills from MARAD-owned vessels in the National Defense Reserve Fleet (NDRF).

The goal is to ensure that MARAD has a contractual agreement with an insurance provider that offers the best value for both MARAD and the Federal Government.

Work Details
The contractor is required to provide an insurance policy that covers costs associated with oil spills from MARAD-owned vessels. The vessels may include non-tank vessels and could potentially include tank vessels in the future. The insurance must cover incidents occurring worldwide as these vessels may transit navigable waters.

Key requirements include:
1. The Provider must be legally qualified to provide marine insurance within the U.S.
2. A minimum rating of B from A.M. Best Company is required unless waived by MARAD based on financial resources.
3. A deductible of $1,000,000 per incident will be paid by MARAD.
4. The policy must cover all parties identified as Assureds under Attachment J-2, which may be modified by MARAD over time.

Period of Performance
The contract will have a six-year base period starting from March 1, 2025, and can extend for two additional 24-month option periods, concluding on February 28, 2035, if all options are exercised.

Place of Performance
The performance of this contract will occur at various locations worldwide where MARAD-owned vessels operate.
