The purpose of amendment 0002 is to:

1. Provide revised Standard Form 1449, to include a check mark in Box 13a., which states This contract is a rated order under DPAS (15 CFR 700). To clarify DLA Aerospace shall apply DPAS ratings at the delivery order level, as necessary based on mission requirement.

2. Correct FAR Clause 52.211-14 Notice of Priority Rating for National Defense, Emergency Preparedness, and Energy Program (Apr 2002) to "uncheck" DX rated order box, as only DO rated orders are applicable under this requirement.

3. Provide Government responses to additional Industry questions, see attached Amendment 0002 to Solicitation SF-30 for full details.

4. Notify offerors the closing date remains unchanged at 12 JUNE 2023 at 4:00 PM, Central Time (CT).

The Government intends to procure products using Federal Acquisition Regulation (FAR) Part 12, Acquisition of Commercial Items and FAR Part 15, Contracting by Negotiation, as applicable. This solicitation incorporates provisions & clauses in effect through Federal Acquisition Circulars 2023-02 Effective 16 March 2023; Defense Federal Acquisition Regulation Supplement, Effective 27 April 2023; Defense Logistics Acquisition Directive (DLAD) Update Effective 1 February 2023.

This announcement constitutes the only solicitation and is being issued as a Request for Proposal (RFP).

SOLICITATION NUMBER: SPE60123R0307 FOR CONTINENTAL UNITED STATES (CONUS) HELIUM: Gaseous Bulk Propellant Pressurizing Agent Helium, NSN: 9135-01-644-2502, Type I, Grade A, 99.995% of specification MIL-PRF-27407D, dated 01 August 2014, and Pressurizing Agent Gaseous Helium (Bulk), NSN: 6830-01-665- 9883, Type I Grade N, 99.997% in accordance with CGA G-9.1, 9th Edition (2018), Grade N (available from the Compressed Gas Association), to be delivered on a FOB Destination basis into a customer provided trailer. In addition, ancillary services such as Expedited/Emergency Delivery and Evacuate and Purge Cylinder/Drums/Containers shall be required. The contractor shall provide all helium, personnel, materials, supplies, management, engineering, tools, equipment, services, and labor necessary for this requirement.

The associated North American Industrial Classification System (NAICS) code for this procurement is 325120 - Industrial Gas Manufacturing and the Small Business Size Standard is 1,200 employees. The solicitation is unrestricted, Full and Open Competition for above mentioned product NSNs.

The Government plans to award one Fixed Price Economic Price Adjustment (EPA) Requirements-Type contract for filling of bulk gaseous helium containers at the supplier's facility within the Continental United States (CONUS), on an FOB Destination basis, into a customer provided trailer. In this requirement FOB Destination is defined as the potential supplier fill-point/plant(s). The Government shall be responsible for transportation of trailers to/from supplier facility.

Award of this requirement will be made to the Offeror determined to be the Best Value to the Government, using Lowest Price Technically Acceptable Source Selection Procedures.

PERIOD OF PERFORMANCE: 1 October 2023 through 30 September 2027 (4 Years).
