SOLICITATION Amendment #0001

The purpose of this solicitation amendment #0001 is to:

1. extend the solicitation closing date,

2. provide responses to questions received and

3. update the solicitation in response to questions received.

Accordingly, the solicitation is amended as follows; Attachment 1 -Responses to Questions, Attachment 2 - Updated Solicitation and Attachment 3 - Updated Attachment J.3 "Budget Template"

The purpose of the USAID Investments in Developing Energy Assets (IDEA) activity is to improve regional energy supply security, reliability and efficiency through supporting investments in all segments of the energy sector, including heat and power generation facilities, transmission and distribution networks, renewable sources, demand side improvements, and water supply and sanitation infrastructures.

The scope covers five tasks or phases, namely:

1) project scoping,

2) pre-feasibility assessment,

3) feasibility assessment,

4) investor conference and

5) transaction support.

The tasks will be sequentially implemented and subject to USAID approval prior to proceeding to the next task/phase. Contractor shall perform investment project scoping (under Task #1) in the energy sector in all recipient countries identified in the solicitation. However, the activities described under Tasks 2 through Task 5 shall be performed only in countries that have been identified as having bankable investment projects within the recipient countries.

Background
The United States Agency for International Development (USAID) is seeking proposals to provide technical assistance and support to USAID’s Bureau for Europe & Eurasia (E&E), Energy and infrastructure Division IDEA activity. The purpose of the IDEA activity is to improve regional energy supply security, reliability and efficiency through supporting investments in all segments of the energy sector as described in the attached Request for Proposals (RFP). USAID anticipates the award of one cost-plus-fixed-fee (CPFF) completion type contract for an anticipated five-year period. The overall estimated cost of this procurement (including the option period) is between $15 million and $20 million.

Work Details
The scope covers five tasks or phases, namely: 1) project scoping, 2) pre-feasibility assessment, 3) feasibility assessment, 4) investor conference and 5) transaction support. The tasks will be sequentially implemented and subject to USAID approval prior to proceeding to the next task/phase. Contractor shall perform investment project scoping (under Task #1) in the energy sector in all recipient countries identified in C.5.1 above. However, the activities described under Tasks 2 through Task 5 shall be performed only in countries that have been identified as having bankable investment projects within the recipient countries.

Period of Performance
The contract will be performed over an anticipated five-year period.

The geographical location/coverage of this activity is the region served by the Bureau of Europe and Eurasia (E&E) which includes Albania, Armenia, Azerbaijan, Bosnia and Herzegovina, Georgia, Greenland, Kosovo, Moldova, Montenegro, North Macedonia, and Serbia.
