Background
The Albuquerque Area Indian Health Service (IHS) is issuing Solicitation No. 75H70726Q00027 as a Request for Quotation (RFQ) for Remote Medical Coding, Billing, and Accounts Receivable (AR) Services.

This contract is specifically set aside for Indian Small Business Economic Enterprise (ISBEE) concerns, aiming to enhance healthcare services at the Taos-Picuris Health Center located in Taos, NM.

The goal of this acquisition is to ensure efficient medical coding and billing processes that comply with applicable regulations while supporting the health center's operational needs.

Work Details
The contractor will provide remote medical coding, billing, and accounts receivable services which include:
- Assigning and sequencing ICD-10 CM/CPT/HCPCS codes to diagnoses and procedures based on documented information.
- Abstracting necessary information from electronic health records to identify secondary complications and co-morbid conditions.
- Selecting correct principal diagnoses and operations/procedures while ensuring maximum allocation under the diagnostic related group (DRG) system.
- Coding visits within four days from the date of service and ensuring no errors in data entry into the RPMS database.
- Submitting claims electronically or manually within six business days from the date of service for all payers including Medicare, Medicaid, and private insurance.
- Maintaining logs of claims submitted and ensuring timely follow-up on accounts receivable actions.
- Ensuring compliance with HIPAA regulations and maintaining confidentiality of medical records.

Period of Performance
The contract will have a one-year base period starting from March 1, 2026, to February 28, 2027, with four additional one-year option periods extending through February 28, 2031.
