A. SOLICITATION/CONTRACT FORM.

Solicitation No. 75H70725Q00116 is hereby issued by the Department of Health and Human Services (DHHS), Indian Health Service (IHS), Albuquerque Area Office, who has a requirement for Professional Engineering Services for the Office of Environmental Health & Engineering in Albuquerque, New Mexico.

This solicitation is set-aside for Indian Small Business Economic Enterprise (ISBEE) pursuant to the Buy Indian Act 25 U.S.C 47 as the first (1st) tier. If IHS, does not receive reasonably priced offers from Indian Small Business Economic Enterprise (ISBEE), then IHS will evaluate quotes and consider award to other small business concerns, as second (2nd) tiers.

The Contractor shall provide professional engineering/architectural and project management services to the Albuquerque Area Indian Health Service (AAIHS), Office of Environmental Health & Engineering (OEHE). Tasks include: developing project documents, planning projects, preparing contract documents, managing project time frames and finances, providing construction inspection, and preparing project and asset management closeout documents.

Specific responsibilities include:
1. Providing technical support in non-inherently governmental areas requiring advanced knowledge.
2. Participating in program management and project meetings.
3. Familiarity with various guidelines and codes such as ADAAG, NFPA 101, OSHA Standards, and local building codes.
4. Developing Statements of Work (SOW) including preliminary cost estimates.
5. Monitoring overall project flow and ensuring compliance with timelines.
6. Conducting inspections and resolving issues related to design and construction phases.
7. Preparing reports on inspections and site visits.

Period of Performance
The contract will have a base period of performance for one year with four optional one-year extensions, totaling a maximum of five years.

Place of Performance
The services will be performed at the Albuquerque Area Indian Health Service facility located at 4101 Indian School Road NE, Suite 225, Albuquerque, New Mexico.
