Background
The Department of Veterans Affairs, National Cemetery Administration, is responsible for honoring Veterans with a final resting place and lasting memorials that commemorate their service to the nation.

The New Bern National Cemetery, located in New Bern, North Carolina, is listed on the National Register of Historic Places and spans 7.7 acres. Although it is closed to new interments, it performs subsequent burials in existing graves and serves as a site for visitors and ceremonies. The cemetery's maintenance standards must reflect the nation's concern for those interred there, emphasizing the importance of strict adherence to contract specifications.

Work Details
The contractor shall provide all labor, supervision, equipment, tools, materials, and supplies necessary for complete grounds maintenance services at New Bern National Cemetery. This includes:
1) Maintaining cemetery grounds to uphold the standards of a national shrine;
2) Performing excavation and backfilling of gravesites for both casketed and cremated remains;
3) Ensuring all graves are excavated to specified depths (4 feet for casketed remains and 3 feet for cremated remains);
4) Conducting pre-interment coordination including verification of gravesite locations and documentation;
5) Handling headstones with care during excavation;
6) Providing clean and prepared committal shelters for funeral services;
7) Adhering to operational standards set by the National Cemetery Administration;
8) Maintaining clear access to roads and walkways within the cemetery.

Period of Performance
The period of performance will be one base year with four one-year options available if exercised.
