Background
The purposes of this Amendment to the Solicitation are to extend the due date for submission of proposals through February 7, 2022, 10:00 AM Tbilisi Time; provide answers to questions from the prospective offerors; incorporate revisions to the Solicitation document; incorporate Initial Environmental Examination (IEE); incorporate links to USAID Good Governance Initiative (GGI) documents posted on the DEC. The Amendment also includes changes such as deleting the Proposals Due Date and Time 'January 24, 2022, 10:00 AM Tbilisi Time' and replacing it with 'February 7, 2022, 10:00 AM Tbilisi Time'; providing answers to questions from the prospective offerors; incorporating revisions to the Solicitation document with revisions highlighted; incorporating the signed IEE DCN: 2022-GEO-003 in Section J, as ATTACHMENT J.5; and incorporating links to GGI documents posted on the DEC, found in Attachment 4 to the Amendment, entitled as GGI DEC Tracker.

Work Details
The USAID Local Governance Program aims to enhance the effectiveness, accountability, and citizen-responsiveness of target local governments in Georgia. The Activity is designed specifically to support central-level institutions to manage implementation of the Decentralization Strategy and strengthen accountability across the local governance ecosystem. The program includes objectives such as improving subnational public administration and accountability systems, enhancing subnational capacity to deliver inclusive, accessible, and citizen-responsive public services, engaging communities to hold subnational governments accountable, and strengthening national commitment, legislative frameworks, institutional capacities, and partnerships for decentralization.
