Background
The Department of Veterans Affairs (VA) VISN 5 is seeking continual as-built drawing update services through a Blanket Purchase Agreement (BPA).
VISN 5 encompasses a fully integrated network of eight VA medical campuses and multiple VA Community Clinics, aiming to enhance the management and accessibility of engineering drawings across its facilities.

Work Details
The contractor will provide a web-based Electronic Drawings Management System that includes the following tasks:
1. Build and Maintain an Electronic Library of Current Drawings: Develop a file naming system, capture existing paper and electronic drawings, scan hardcopy drawings into PDF format, and collect metadata for each drawing.
2. Build a Capital Asset Inventory (CAI) Database: Track space assignments and generate CAI reports, including conducting walkthroughs to gather necessary information.
3. Host Database and Provide Login Access: Ensure secure hosting of drawings and data with Federal security measures, maintain the system 24/7, and provide technical support.
4. Implement various modules including Space Management, As-Builts, Fire Life Safety, Scheduling, Utilities, and more. Each module must allow for data entry, editing, reporting capabilities, and compliance with VA standards.

Period of Performance
The contract will be performed from April 15, 2026 to April 14, 2031.

Place of Performance
Services will be performed across eight VA medical campuses within the VISN 5 network.
