Amended 01 Hybrid Enhanced Ballistic Protection System BPA

Background
The U.S. Army Program Executive Office for Aviation (PEO Aviation) is seeking a sole source Blanket Purchase Agreement (BPA) for replacement components of the Hybrid Enhanced Ballistic Protection System (HEBPS). These components are essential for maintaining 'Condition A' status for CH-47 Chinook helicopters, ensuring continuous ballistic protection for pilots and soldiers during combat missions.

The Protective Group (TPG) manufactures HEBPS components and has designated Atlantic Diving Supply, Inc. (ADS) as their exclusive authorized distributor, confirming that TPG does not sell directly to the Government. A certification letter from TPG verifies ADS as the sole authorized distributor, making them the only capable source for these items.

Work Details
The procurement involves numerous replacement parts for the Hybrid Enhanced Ballistic Protection System (HEBPS) to restore existing kits to full serviceability. The original BPA was estimated at $65,000,000 for the base year and four one-year options; however, due to increased demand, current spending has reached $123,002,256.82.

The total estimated value of the BPA is being increased to $200,000,000. The HEBPS components are required to ensure that damaged or non-functional kits can be restored to 'Condition A', which is defined as serviceable and issuable material without limitations or restrictions.

Period of Performance
One base year with four one-year options.

Place of Performance
Products will be delivered to various locations as required by PEO Aviation.
