***Amendment 0003 is to update the following changes in the Performance Work Statement (PWS) and Solicitation: 1. South Dakota Recruiting area changed from "South Dakota State" to "Counties." 2. Updated the recruiting numbers to match throughout the PWS 3. The solicitation due date is changed from 28 March 2023 to 17 March 2023 @1630 PST.

***Amendment 0002 is to extend the solicitation due date from 28 February to 28 March 2023 @1630. An updated PWS will be issued within seven (7) days of issue of this modification. Solicitations are due no later than 4:30PM PT, March 28, 2023.

***Amendment 0001 is to incorporate questions on attachment 4, cancel CLINs 0008-0013 and incorporate the two (2) month phase-in into CLINS 0002-0007. Additionally, for CLINs 0002-0007, the quantity has changed from 10, to 12 with the estimated period of performance from 05/01/2023 - 04/30/2028 inclusive of all option periods. Section B has also been
changed to reflect these changes in the pricing schedule.***

Background
This solicitation is for U.S. Department of Agriculture (USDA) Forest Service Job Corps Outreach and Admissions and Career Transition Services (OA/CTS) for the Dallas Region supporting Job Corps Civilian Conservation Centers located in the States of Arkansas, Colorado, Montana, South Dakota, and Utah. The Job Corps program provides comprehensive academic, residential, and career technical training and services to disadvantaged, at-risk youth aged 16 through 24. The goal is to teach job and social skills to help them obtain education and training, find good-paying jobs, and become independent.

Work Details
The Contractor shall provide all management, supervision, transportation, equipment, materials, services, and personnel to operate OA and CTS to ensure that a sufficient number of disadvantaged Job Corps-eligible youth are enrolled in specified Job Corps Centers and services leading to employment and long-term attachment to the workforce. The tasks include Contract Management, Phase-In, Outreach and Admissions (OA), Career Transition Services (CTS), and Phase-Out. The Contractor shall also provide program management support services and develop procedures for recruiting, hiring, and retaining qualified staff.

Period of Performance
The period of performance for the contract is from 05/01/2023 to 04/30/2028 inclusive of all option periods.

The geographic locations where the contract will be performed include Job Corps Civilian Conservation Centers located in the States of Arkansas, Colorado, Montana, South Dakota, and Utah.
