Background
This sources sought notice is issued by the Department of the Navy, Strategic Systems Programs (SSP), on behalf of the Conventional Prompt Strike (CPS) Program Office.
The Government is conducting market research to determine industry interest and capability for CPS non-commercial services for engineering, research and development, and business requirements in support of the Hypersonic Weapons System Program.
The Government is especially interested in large and small businesses with the capability and interest to fulfill the role as the primary contractor.

Work Details
Engineering Support Services: requires Engineering Support Services (ESS) to provide concurrent engineering and subject matter expertise across many different subsystems in support of the Hypersonic Weapons System Program. Services will include design studies and evaluations associated with research, development, production and operations; test engineering services for planning, preparing for, performing, analyzing, and documenting results; engineering to transition research and developmental efforts into production; and support services required for management of technical activities.
The Contractor shall conduct necessary travel in order to perform these support activities.

Research and Development Support: requires research and development technical support, which will include technical reviews, conducting assessments and evaluations, and providing recommendations on special studies, Research and Development (R&D) Technology Projects, associated transition plans to include required production planning, integration planning, and associated integration testing appropriate of capabilities and projects for the Hypersonic Weapons System Program.
The Contractor shall conduct necessary travel in order to perform these support activities.

Acquisition Support: requires Contractor support with respect to acquisition activities, including support with existing and future contracts in support of the Hypersonic Weapons System. The Contractor shall support acquisition strategy assessments and provide recommendations; review and comment on acquisition plans; assist in monitoring status in execution of acquisition plans; assist in preparation of acquisition documentation; conduct assessments and provide recommendations regarding acquisition activities; and monitor changes to DFARS and NMCARS along with OSD procurement policy decisions and report on impacts to operations.
Expected end products include Microsoft Word documents, PowerPoint presentations with data trending, spreadsheets, schedules, and PERT charts in both hardcopy and electronic formats.
The Contractor shall conduct necessary travel in order to perform these support activities.

Financial Support: requires specialized financial analysis, accounting, and business services to support business operations in support of the Hypersonic Weapons System. The Contractor shall support forensic accounting; tracking, verifying, and financial reporting of funds, commitments, obligations, costs, and disbursements; recording and maintenance of financial transactions and documents in various financial and document management systems; processing cost transactions; reviewing and analyzing contractor cost reports; monitoring accounting transactions and supporting general ledger management functions including journal voucher processing, reconciliations and validations; and coordinating policy and process documentation and configuration control.
The Contractor shall conduct necessary travel in order to perform these support activities.

Security Support: requires Contractor support in personnel security, information security, physical security, and security administration in support of the Hypersonic Weapons System. Tasks include drafting project plans, information papers, decision papers, and briefings; providing security support for events, conferences, and meetings; capturing detailed summaries of operations meetings; coordinating security requirements with logistics support; and informing key personnel of changes to the CONOPS.
The Contractor shall conduct necessary travel in order to perform these support activities.

Test Planning and Test Engineering Services: requires technical support in hardware testing, software testing, modeling and simulation, and flight testing in support of the Hypersonic Weapons System program. The Contractor shall assist in development of the Test and Evaluation Master Plan (TEMP), modeling and simulation verification, validation and accreditation plans, systems requirements verification plans, safety packages, and test planning briefing packages; support the entire test cycle from planning, execution, analysis, and reporting; support component, subsystem, and system level testing and integration testing; develop and execute capability validation plans; provide test engineering services for government test events; support oversight of contractor developmental testing; and conduct assessments and provide recommendations regarding test and modeling activities.
The Contractor shall conduct necessary travel in order to perform these support activities.

Support for Project Management Office: requires support to the Project Management Office (PMO) of the Hypersonic Weapons System program. The Contractor shall conduct process improvement reviews; assist in implementation of new management systems; maintain all PMO documentation; provide management, direction, project scheduling, risk reduction, and financial oversight throughout all project lifecycles; and support scope management, schedule management, change management, financial management, communications management, risk management, quality management, and travel management functions.
The Contractor shall conduct necessary travel in order to perform these support activities.

Large and small businesses with capability and interest to serve as the primary contractor; ability to respond to any or all requirement categories; indication of possession of a Seaport-e IDIQ or other Federal Supply Schedule contract; experience with Department of the Navy and/or Army contracting/acquisition policies and systems for acquisition support; experience with Department of the Navy and/or Army financial policies and systems for financial support; experience working with Department of the Navy and/or Army programs for PMO support.
