***The purpose of Amendment 1 of the RFQ is to answer questions received in response to the soliciation via Attachment 7, Q&A.

***Quote submissions must be sent in electronically to the Contract Specialist and the Contracting Officer on or before the
closing date of as identified on the SF-1449, Solicitation/Contract/Order for Commercial Items, Block 8.

DoDEA requires a Digital Music Learning Tool (DMLT) as an instructional resource to increase student learning and achievement. The DMLT will be used for the following secondary level music courses: alternative ensemble, band, chorus, computer music, guitar, music appreciation, music theory, piano, and strings. The DMLT will include the following five features: music performance assessment tool, music library database, music notation software, video lesson database, and digital audio workstation. For the DMLT platform, DoDEA requires the following tools:
1) Music Performance Assessment Tool
2) Music Library Database
3) Music Notation Software
4) Video Lesson Database
5) Digital Audio Workstation
6) Music Appreciation Resources
7) AP Music Theory Resources.

Background
DoDEA requires a Digital Music Learning Tool (DMLT) as an instructional resource to increase student learning and achievement. DoDEA operates 159 brick-and-mortar schools, with 77 having at least one of the 6-12 grades. The curriculum, resources, and student achievement scores on standardized assessments compare favorably to those of high-performing US public school systems. DoDEA also operates a fully accredited virtual high school option with teaching hubs in each DoDEA region: Americas, Europe, and Pacific.

Work Details
The DMLT will be used for secondary level music courses including alternative ensemble, band, chorus, computer music, guitar, music appreciation, music theory, piano, and strings. It will include features such as a music performance assessment tool, music library database, music notation software, video lesson database, and digital audio workstation. The Contractor(s) shall provide subscriptions/licenses for a cloud-based DMLT for over 8,000 students enrolled in the courses and school and above-school level educators. Additionally, the Contractor(s) shall provide product training and professional learning on the DMLT platform for approximately 170 educators.

Period of Performance
The period of performance is from June 3rd, 2024 to June 2nd, 2029.

Place of Performance
The work shall be performed at the Contractor’s facilities.
