Description

This effort covers services and resources required to plan, analyze, establish, operate and sustain wholesale forward

supply activities located at Ft. Bliss, TX and Ft. Sill, OK. The scope of the operation will consist of the full spectrum of

material management tasks associated with the management, operation and oversight of these forward wholesale

depot activities. The proposed solicitation listed herein is a set-aside for Service-Disabled Veteran-Owned Small

Businesses (SDVOSB). Offers from concerns other than those meeting the SDVOSB criteria are not solicited. This

contract will cover a basic requirement for one-year for CONUS operations plus a deployment option, and

maintenance options for FT. Bliss, TX; Ft. Sill, OK; and Letterkenny Army Depot (LEAD). In addition, four one-year

options and a six-month bridge extension for CONUS operations, deployment, and maintenance options for Ft. Bliss,

TX; Ft. Sill, OK; and LEAD are included. This solicitation is subject to the AMCOM Best Value contracting process. See

Sections B, F, H, L and M of the solicitation. All responsible sources may submit a proposal which shall be considered

by this agency. The solicitation is anticipated to be released approximately early January 2021. The closing date

annotated is an estimated date and may be adjusted dependent upon the date of release for solicitation; however, the

solicitation will not close prior to the date stated above. Foreign Firms are reminded that all requests for solicitation

must be processed through their respective embassies.

Background

Work Details
The offeror’s proposal shall include a comprehensive plan for AMCOM Fleet Management Center to manage and execute the requirements of the RFP and the PWS. The offerors’ comprehensive plan for AMCOM Fleet Management Center shall include:
- The Organizational diagrams inclusive of management and execution levels.
- The offeror shall provide the position descriptions and qualifications associated with each labor category as identified in the Organizational diagrams.
- The offeror shall identify the proposed key personnel and qualifications in the Organizational diagram within their AFMC comprehensive plan.
- The offer shall identify the skill mix and man-hours for each identified position by CLIN.
- The offeror’s shall identify all teaming and subcontracting arrangements within their AFMC comprehensive plans.
