Background
The contract is for the provision of ambulance transport services at Fort Liberty, North Carolina. The services are non-personal and will be available 24/7, including holidays. The Womack Army Medical Center (WAMC) historically has an average of 72 calls a month for ambulance transport services, and the new award could increase the average calls to up to 151 per month. The contract aims to provide comprehensive ambulance coverage for all beneficiaries within its scope and area of responsibility upon dispatch by WAMC.

Work Details
The Contractor is required to provide Basic Life Support (BLS) and Advance Life Support (ALS) ambulance transportation services to support WAMC and surrounding areas within the WAMC area of responsibility. This includes routine transport from WAMC to local hospitals, VA Centers, dialysis centers, other health care centers, and patient homes in the surrounding areas. Long-distance transports (>250 miles) may also be required.

The response time for ALS is 30 to 60 minutes, and for BLS is 60 to 90 minutes. The Contractor must develop and maintain a Quality Control Plan (QCP) to ensure services are performed in compliance with the Performance Work Statement (PWS). The QCP must include procedures for identifying, preventing, and ensuring non-recurrence of defective services.

Period of Performance
The period of performance for the contract is from September 30, 2023, to September 29, 2028. The contract includes multiple option periods extending over several years.
